10 mil is impressive for east blue, but not over the top. Its kind of in between the weak villains like the bandit Higuma (8 mil) and pre-DF alvida (5 mil), but not as high as someone who was actually feared in east blue like buggy (15 mil)
Jango, Captain Kuro's underling, had 9 million. So I think putting a bounty on my character at the same level as that isn't exactly too crazy.
I did add an explanation of how my character got it as well, she's supposed to have a nose for trouble.
That said, multiple people with ~10 mil bounties forming a crew? That would definitely be a cause for alarm with the marines. But that would only make for interesting writing material I say

But she isn’t good enough at anything to really take up the occupation. However, she is a proficient hunter of fish, even along a moving ship. As such, she is a useful food supplier. (however, since she usually just eats her fish raw, she isn’t a particularly good cook.)
Appearance Like other half-fishmen, most of her fishman features are retractable. Her regular form, as such, betrays very little of her fishman heritage.
She is a relatively tall, pale woman at roughly six feet. She enjoys a clearly athletic and fit physique that still only speaks very little of her true physical strength, slender yet toned with long legs. Her long hair is a silvery grey that reaches about halfway down her back.
Her clothing usually consist out of a simple shirt and jacket and trousers. Her clothing comes in various colours and prints.She does not consider herself quite ladylike enough to wear dresses and such. Notable is, however, that all her clothes has a large cut in their back. She never wears gloves, and shoes of any kind only very rarely. She also carries two large scrolls around with her until she has a place to store them.
The manifestation of her fishman features truly makes her terrifying. Her eyes grow sharper and predatory. Her teeth become shark-like, and gain great biting prowess. Her hands and feet grow webbing and a large dorsal fin grows on her back. Her skin in this form is eerily white.
Background Zarya the half-shark was the result of two martial artists meeting on the grand line. One marine and one a pirate. Her mother a master of the four winds fist and her father a black belt in fishman karate. The two fought to an inevitable draw and separated as rivals. However, their fates crossed each other innumerable times afterwards and feelings started to bloom. They settled outside of the grand line in a small kingdom in the east blue, here they set up a dojo to teach others their arts to the next generation.
Zarya grew up with a passion for martial arts, inherited from both her parents. Inspired by tales of both pirates and marines (though her mother would often berate her father for telling her about piracy), she trained to be able to one day set out to sea. Being offered training in both her parents’ styles, she didn’t pick one but both. Her parents were sceptical of how she was going to learn two arts at once while keeping up with strength training, but luckily she was a quick learner.
Zarya's father was a unique thing in the small kingdom, which counted him as the only fishman inhabitant. Though he overcame everyone's initial prejudices by displaying none of his own. In fact, the fishman had a deep respect for humans that went against a lot of the tales one told about the fishmen that roamed outside of the peaceful island on the ocean's bottom. That said, he wisely hid the past of his pirating ways from them.
In a similar vein, her mother never truly revealed her past to anyone else. She had all but defected from the marines and left to marry a pirate. A treasonous act to be sure, especially for someone who had held a vice-admiral position so proudly.
Her parents often told her of the many other martial arts practiced in this world. Her father told her of a place inhabited by strange lady-men practicing a martial art heavily focussed around kicks. Her mother told her of an intelligence unit that had mastered six powerful techniques. And she dreamt of learning them all. Her parents played it off as their child’s childish dreams, and left it at that. But Zarya’s intentions were genuine. She wanted to develop her own martial art, one encompassing all fighting styles of the world. In fact, that was what she was already trying to do with her parents’ own styles.
A feat that necessitated becoming a superb martial artist she was sure, and so she trained harder than any disciple in the dojo until she matched adults.
In her sixteenth year her father set out again for sea. He had received word of Neptune himself. One of his former disciples of long ago, a fishman going by the name of Killer Whale, had committed great crimes against fishman island and was loose somewhere in the world. Her father felt it his responsibility to help the fishmen hunt for him.
That was three years ago. No word was received. Neither of his victory nor his loss or demise.
Zarya was now an accomplished martial artist, and very much felt she needed to see the world. To grow stronger through experience instead of only training (though she would still need to do a lot of that). And so she set out. Hoping maybe she would also find her lost father in the process.
Zarya’s three months of travel already met with some resistance however. In a bar she crossed two wanted pirates who she promptly got into a fight with over a petty argument. Perhaps this would’ve been a heroic feat if her victory hadn’t levelled half the town and the local marine base in the process. As the pirates she took out were 5 and 7 million beri, she was attributed a bounty just a little higher than that.

Fishman karate - The fighting style commonly practiced by fishmen. The key to using fishman karate is the controlling of water in one's direct vincity, including the water in the body of people, to devastating effect. This martial art is deadly on land, but even more so in the water where the techniques take on even more dangerous forms.
Four wind fist - A human martial art originating from the grand line. This fighting style focusses on the control of the air flow around one's body. The primary use of this is to reduce the air resistance to deliver faster strikes and move at higher speeds. This art is known primarily for its fast, consecutive strikes combined with a few powerful finishing blows.
Free running - Using her strength and agility she has little problem moving through any kind of area
Water breathing - Because she is a fishman, she can breathe underwater. She can also move underwater with the ease of a fishman.

@Noodles wait, we had to make newly formed pirates right? Because honestly w over a ton in weight dragon-man running over 40mph with steel-melting flames, steel skin, flight, making weapons and unnatural strength sounds more like new world level than one of the four blues. Especially compared to something like what hasayo submitted.

The morning was still young when Cyrus roused himself from a rather restless sleep. So much so that he wasn’t actually awake before the morning announcement. This was something very unlike the politician. Perhaps all the chaos was finally getting to him? Of course had been affected, but he had been able to stave it off physically, until now. Still, he was pretty fine all things considered. He knew he was probably one of the people better off at the moment. Just one bad night. He was the lucky one.
For today Cyrus had a list. A list of people. People he wanted to pay a visit before the day was over. One person in particular on that list he’d rather get it over with as soon as possible. He was pretty much obliged to try, wasn’t he? Yes, indeed. There was no way around it. With a deep breath he skidded through the hallway and knocked on the door of one particular individual.
“Hello Zach!” Jezebel called out before the door swung open. But once she saw the politician, her cheerful expression changed to one of indifference. “The noid.” She folded her arms and leaned up against the frame of the door. “So like, what’s your damage?”
Jezebel’s expression somewhat mirrored his own, inner feelings. However, he tried very much to at least appear friendly. Not overly so, he just basically approached Jezebel like you’d approach a random stranger on the streets. Friendly, but not in a way that makes it seem like you expect them to buy your shit. “Good morning.” He said, pausing for exactly one-and-a-half seconds. “I know I’m not the face you’d like to see first thing in the morning. However, I was hoping we could talk for a bit...” Well, here goes nothing.
Jezebel wordlessly pointed into her room with both hands, and the politician entered. There was the matter of all the strange circus flair, but there were too many other oddities in this killing game for Cyrus to even acknowledge it. Jezebel closed the door behind herself, leaning against the door frame just as before. “So I say again, what’s your damage?”
“Damage?” Cyrus repeated. “Well, I guess that isn’t completely inaccurate. I’d rather call it our damage. It is, after all, no secret that we aren’t exactly on good terms.” He said, sighing. “Look, I’m just going to be forward here. You don’t seem like the type to appreciate bullshit. What you said during the trial fucking terrified me. That you broke into the pharmacy because you wanted to see the look on my face, amongst other things.” He paused for half a second, this time. “I’m not here to berate you for it. If this is something that happened partially because of our antagonism, I think myself partially responsible.” He gritted his teeth, but his gaze unwavered, keeping eye contact. “I am here to mend relations, simple as that.”
“Oh, like, I was wondering why you didn't say anything at the trial. You totally wanted to look cool in front of everyone.” She giggled. “Diplomacy's tre confusing isn't it? I so wanted everyone to come out of this alive, but you were totally standing on the moral high ground. It got a few people killed, but Krista's okay.” Her smile vanished. “Good thing her brother's okay though. Maybe they'll kidnap the niod for the next Night of Carnage?” Her smile returned. “Sorry! Like, we sorta got off topic there! Unless you can mend the dead, or mend Zachary's sight, I totally don't think there's anything you could do. Or you could like, not treat everyone like your pawns, I might be able to respect you more. ”
Cyrus scowled, but he tried to stay polite. “The reason I didn’t say anything was because it did not matter. Whether that was your primary motive or not, it wouldn’t have changed anything about the trial. What would we have gained fighting over it?” he paused for a second. “I will, however, admit it took me effort not to. The angry kind of effort.” He sighed, admitting that. “I simply did what I thought was best. Some people agreed with me and helped, others didn’t. I told everyone from the beginning this was voluntary.” He shook his head. “You’re right though, morally I had the high ground. And I’m not even going to start about the ‘what ifs’, what has happened, happened.” He stated, simply. “I will, however, staunchly disagree with you on one thing. I care about the people in this killing game, and I do not treat any of them like pawns. I would’ve done this for anyone. Be it Krista, you or anyone else.” He grinned, averting his eyes for a bit. “I just hope I don’t have to prove that to you, for all of our sakes.”
Jezebel stared at Cyrus in silence. “Hmmm.” The jester tipped her head. “You're talking to a total bullshit artist, ya know?” She placed a hand on her hip. “If you want to make things good with me, you'll start acting like you care about more than the girls in your little clique. ” Jezebel took a step away from the door. She was pretty short beside Cyrus. Even with her cap, she wasn't as tall as the politician was. “I think you're here because you totally don't want that to happen again. Which is so a concern I share as well.” Jezebel pointed at the door with her thumb. “Like, you also might want to try a tumbler lock instead of a key lock. They're so much harder to get into, especially if you tre don't want people detecting your entry.” She winked at the politician.
“Just because I talk more to the people I’m closer to doesn’t mean I don’t care about the rest. However, you do have a point. Perhaps I haven’t shown it enough.” He nodded. “I believe your heart is in the right place, as is mine. Something like that during the trial shouldn’t have to happen.” He smiled, extending his hand before leaving. “Also, if you see him. Tell Zach I’m sorry for the things during the trial. I’ll tell him in person when I see him as well...” He added. “I don’t remember the details, but I know it was bad.” He looked genuinely embarrassed at that.
The Jester wordlessly shook his hand and watched him leave.
