So I have been forced at gunpoint by Yosh to present the idea I gave him to the rest of the class. -Clears throat nervously- If we were to start just prior to the Warring Clan era and we started in a meeting our characters could be the various clan heads, and naturally something would go awry. Either one of the heads could say something wrong on accident, or perhaps even on purpose of course. So er..yeah. -Sits back down-

That... actually works remarkably well. However we'd have to deal with canon clans being around, namely the Senju, and <shudder> Uchiha. Should we just say they were decimated during the war, which allows two other clans to sprout up. While I have no problem with the Senjus, it's the Uchihas I can't stand

Hmm.... That is a good idea. To start in one place and expand from there. The only thing is making sure we're all in that one place without limiting people's character choices. Perhaps the start is a meeting of clans, and all of our characters are to go there. This would be if the idea of the RP starting a bit before the warring clans era.

Clans is definitely an idea, another is that we are all students and at one point we all had one teacher. My knowledge of Naruto history really early on is sketchy, but isn't there some sort of Sage character who basically was the first "naruto-type ninja" that sounds like a foil that a GM/Storyteller could use as a means to send us off to deal with things, or dispense plot, or a resource. He doesn't necessarily have to do much, as the game would be our story, not necessarily his. It also provides a good point of divergence from Naruto canon, same world and laws, different history.
The character sheet was merely a suggestion to at least have some frame of reference. If in a best case scenario it is a multi-generational game, we may need them since each of us could have dozens of character, it also allows a tier of things to allow for "rank progression.

However in tabletop games I loathe rules, but they are invaluable to allow for management of multiple characters which well... there is not an insignificant chance of that possibility occuring.

Regarding your questions:

As a launching point I think it might be best to start in One village, and then if we move out or what not then we expand.

In regards to influence on the plot, I would prefer a more sandbox approach, as it allows for more wide variety and other plot cropping up eventually.
Glitch caused a double post, my apologies.

Researching possible character sheets we could use though.

I think this would be all that would be needed to define a character that could exist in the Naruto universe. Regardless of the type of game or era in the Naruto Universe, we'd need something like this. Whether it's Clan political organization, Theater scale war plans, or all on a Genin team together, at a minimum these seem to be the stats the GM would have to know.
The peace before the second ninja war would be fun but let me tell you about my character <sarcasm>

He's a loner driven by vengeance to kill his brother for killing his clan, which was super powerful and awesome, but his brother was totally justified. Our clan has a bloodline that allows us to copy any jutsu, and it's higher levels are creepy. Oh and like every female in the village has a crush on this guy, cause he's so awesome despite doing nothing.

The fact that I can't describe Sasuke Uchiha and not make it sound like a really bad mary sue shows how much I like the existing canon characters. The world itself is interesting, but the canon characters themselves are so far over the top that it's just impossible to make them reasonable or balanced for RP purposes.

Part of me wants to suggest that we start back as early as possible and we make it sort of a multi-generational game, as a result we found the villages and the world is of our own making so that when we have an S-Class organization coming up against us, we know it's our fault in some way and not just a macguffin to extend the manga 200 chapters.

In terms of starting out maybe we start as jounin, then create our team of ninjas who are our students. We train them and RP and eventually we timeskip and take the role of one of our students, repeat until we reach "modern day" I imagine we'd create a very interesting world as our characters would literally make the 5 hidden villages, and set up the daimyo/hokage system
This would a be a fairly interesting game, but the problem is that Naruto isn't the most consistent setting around. To avoid tying up in Canon knots, might I suggest running around during the year that the Fourth Hokage ruled? Orochimaru just left, Jiraiya is intermittently in the village, Tsunade is in exile, many of the characters either aren't born yet, or are genin right now.

You know that actually sounds pretty fun year. Being like the Rookie 9 genin of that ere, allows for the jounin/sensei characters of Naruto's era to appear as chunins and still learning themselves, also this year is kind of a blank slate, cause many of the active jounin or chunin would be dying at the end of the year. The RP depending on length, could simply end when the Kyuubi attacks, or time skip 10 years to us all being jounin, and then taking genin teams of the canon characters.

Just thinking out loud, but I'd definitely be interested in a Naruto game forming
SSV Normandy SR-2

The flash ended, and Commander Shepard kept rushing to Command, "Joker. What the hell was that?" a flurry of activity of bridge personnell soon revealed the situation which EDI reported, "No damage to the ship or ship personnel. External Sensors are unable to determine our location."

Shepard looked towards Joker, "Mass Effect relays?" she asked. Each relay had a system that kept the Galaxy's extranet operational, some Volus had come up with a way to make that into a sort of emergency positioning system, and as a result ships hadn't gotten lost for some time. Generally you had enough fuel to return to the mass relay, and from there to any other relay. They were expected to be there.

EDI paused, "None detected. Position within the galaxy unknown."

"Scan the surrounding Space, EDI" commanded Shepard.

The sphere that was EDI spun a few times to show it was processing the request.

"Complete. There was a security probe that I had to deflect from another ship. It did not affect our operations. The planet nearby is an ecumenopolis, conforms to no known architecture style, and surrounds the entire planet. Argus Mining Array reveals that there is no Element Zero on the planet. We are receiving a communication from an 'Empire'"

Shepard looked at the displays, "Not like we have anywhere to go, and they aren't opening fire. This is possibly a first contact situation. Did they specify what war criminals they are looking for?"

"There was no attached list of documents."

Joker turned to Commander, "Should I lock in formation?"

Commander Shepard grimaced, "Until we have a better option. EDI, identify us. Normandy SR-2 of the Systems Alliance. ALso put out individual calls to the other ships, see if they know anything else about what happened to our ships."
Well this looks like an interesting concept. I'd like to submit the following

As Shepard was looking out through the hull breach, Joker hobbled up next to her,

"Commander?" and the woman who killed Sovereign and just destroyed the Collectors turned to face him, "Joker. What's the Sitrep?"

Joker sat on the nearby crate, "You know the Illusive Man's going to betray us sooner or later."

"No. Really?" responded Mandy sarcastically, and turned back to the hull breach, "Jeff, I loathe Cerberus. Their methods, their operations, and their political ambitions." she turned to him, "Unfortunately they are the only ones who are willing to believe the Reapers exist."

Jeff furrowed his brow, "The Council could just be keeping you out of the loop, thinking you are..." Jeff rubbed the back of his neck trying to find the right words, "compromised?"

Mandy let out a snort of derision. "A Prothean beacon got beamed into my head, not a Reaper beacon."

"and you did die." said Joker, "Do you honestly know how Cerberus rebuilt you"

Mandy paused, and looked at Miranda at the far end of the launch bay sitting at a console, no doubt listening to her and Jeff's conversation. Thankfully, she was certain that Miranda was more loyal to her than the Illusive Man but one could never be certain. Despite being "perfect" the best thing Miranda thought she could do with her talents was Cerberus, only so much of that could be Orianna. Mandy let out a sigh, "Jeff, I don't know. Those are answers I want but the Reapers take priority. I'm just glad that I got you, Tali, and Garrus back." she noticed out of the corner of her eye that Miranda did have a start at that, and was walking away. That'll teach her to eavesdrop.

Jeff looked over his shoulder as Miranda entered the elevator, "Ah." and turned back to his boss, "So where to now?"

Shepard sighed, "Mnemosyne and Klendagon. If something out there at one point destroyed a Reaper, I want to know what it was?"

Jeff stood to attention, "Aye Aye. I'll make the jump coordinates. Estimated Time of Departure?"

Mandy began walking with him to the elevator, "Once repairs are complete. I'll be in my loft."

The ride in the elevator was short, "Commander, We'll win this."

Mandy looked at Jeff, and smiled "Come on Joker, it's not in doubt. We whipped Sovereign and the Collectors, by the end of this Harbinger may have to use capital weapons to take me down." and then the doors closed.

Mandy let out a sigh as the door closed, proceeding up to her loft. Getting out of the elevator she noticed her fish were dead... again. Maybe she could get Kelly to feed them, but that sort of defeated the purpose of them. Mandy had purchased the fish to get into a regular routine again. Being declared dead left her with a lot of uncertainty but with the Collectors, she had to push it away. Eventually when the Normandy was on Omega she was perusing a shop. While getting supplies for the SR-2 she looked through what else was available, passing up the Fornax and on an impulse she bought the fish and a model ship. She finished the Turian Cruiser before they reached Purgatory, it was fun. Enough so that she decided to get the rest of the set... which is when she discovered that the model ship kits discontinued and rare. It was a fluke she found the Turian Cruiser, it was going for 2000 credits on extranet auction sites. Being dead meant her extranet accounts were blocked (being dead triggers a lot of blocks on your accounts) so whenever she stopped at a store she checked their physical inventory for models. After months, she had found all but 7.

But that was a distraction from her real issue. She had been dead, not heartbeat dead, dead as in her surviving biomass could fit in a few plastic bags. Mandy closed her eyes, trying to focus on anything else, when the ship shook. Mandy reached up to her earpiece, "EDI what's going on"

"...Uncertain Commander. Joker's about to initiate battle stations." and in half a second the klaxons started going off. Mandy muttered a curse, grabbed her sidearm and headed to command. While the doors opened to the Command deck, a bright flash hit the Normandy.

OOC: Hopefully this is acceptable. Didn't see a rule against having canon characters, and also when you get down to it... there really isn't a canon Shepard.
