The type of enemies would depend on what happened, I guess. If it's an intelligent dragon-dictator he or she could have a bunch of soldiers, or some wizard worshippers. But if it's a brutish monster that is used by the secret power behind the throne to rule the city, you would have city guards and assassins sent to kill anyone who rebels. It depends on the circumstances.
