RPG Maker is just as complex to learn. It's a language all on it's own, except it only has one application (which is pretty much useless when considering it can only make junk games). Learn Java or another programming language like Broby said.

RPG Maker is shit, don't waste your money. It was only $15 during the Steam Summer Sale, if that's indicative of anything.
