Anyone else realize that romania is a currently PC nation but wasn't formed until 1881 closest thing I guess is the United principalities of Romania circa1859 but they were just a vassal of the Ottomans

Kentucky is neutral, and I'll abide by that. Just remember neutral means it's on neither side. Kentucky broke its neutrality and became pro-Union during the war because the CSA kept raiding the state. And the diplomats are just me following history's lead on that one for now. Lincoln only negotiated with the South at the very end when the war was all but over with, and that was over matters like amnesty for the South and the CSA states adopting the 13th Amendment. For the duration of the war it was either unconditional surrender and admission back into the Union or nothing.

And it made the Western Theatre a nightmare for the CSA. I know to keep Kentucky neutral. And fair enough on the negotiations...

I think the ACW has progressed enough to warrant both sides getting war orders, unless of course they still believe peace is an option. Giant also gets war orders as he is in a Civil War. Noone else gets any war orders unless they declare war, including UK and Russia.

I sent in my new orders to include War Orders... If we decide against USA + CSA having War Orders, just use my original.
