I have to agree here. Just because historically Canada did not take advantage of their position does not mean they should be hampered here in 1900. Canada has the potential to be a tier 1.

USA also has the potential, but currently isn't using that. Though I do agree Canada should probably bumped up to at least tier 4. However, in defense of the tier system, I like it as a general benchmark of if you're "winning" based on if you're at the tier you want to be at. I.E. Japan might consider winning to be staying at tier one for the duration of the game.

EDIT: Not to say we should all strive to "win"
