Short Answer: Wherever you wish.Fantasy has the wondrous quality of being allowed to bend the rules, historic or modern. You can use gender roles as a plot element, even. Not much to say on this topic.

Pretty much this.

Though, when it comes to fantasy RPs, not every civilization is going to follow the Western example (or at least it shouldn't--at least in my book). The civilization may even be comprised of a nonhuman species that has an alien psyche.

In several past RPs, I;ve used a species of bipedal, digitgrade wolf people that were completely immune to fear and--as a result--favored chaos over order. This made them incapable of adopting human-engineered concepts like strict gender roles or government. In fact, the very notion of gender roles and an all-encompassing administrative body was completely alien to them. Sexual dimorphism wasn't very noticeable in their species either; females and males were difficult to tell apart from one another from a distance, though both possessed roughly equal physical capability.

How much xenophobia does the azu tribalistic anarchy have have? For instance, if the way as a religion started growing in presence [like if a jui started talking of the way], would there be a serious reaction?

Yes.

The Uraka Federation has only gotten over a serious isolationist xenophobia in the last few generations, so bad blood is likely to exist with most immediate neighbors who don't follow the Old Way. However, they haven't had many dealings outside of their area as they haven't explored much. There might have been other impressions made by fringe tribes of Kharis either in the mountains or outside of the federation in general, but those societies are much smaller and disconnected. The reaction of the Azu to the Uraka could be at either two ends of extremes: One being burning hate as their societies and philosophy are structured with completely opposite ideas. The other end being some kind of cordial wariness between one another, as the Uraka would not likely come forward to indoctrinate or proselytise them, which seems to be their main gripe.

I guess it depends on whether or not the two have had suitable contact with one another in the past.

The introduction of the Azu to my region, in addition to the Uraka Federation, raises a lot of really interesting questions. In general, how do the Azu feel about their neighbors? They've probably had some pretty serious conflicts in the past with the bear-folk, and I imagine that while the Old Way is as disdained as any other religion by the jaguars, it's perhaps not as hated as some. How do they feel about the Path of Enlightenment, a religion that espouses the existence and power of deities? I'm certain that they despise the government of the Dominion more than most. With the addition of the crazy martial artists on the peninsula, Region 5 is starting to get pretty intense.

Probably apathetic to mildly concerned. They don't take too kindly to outlanders of course, as most of them usually possess qualities and intentions that do not sit well with the greater azu masses. The Path of Enlightenment will be rejected in full, as it seems to confine individuals into two specific divisions based on their life experience and deeds (the divisions being 'good' and the other 'evil', as a good and pure life aids the Otherworld while a wretched and impure life harms it).

For the azu, this may translate to a religion that bases its operation on petty mortality, with their culture overall putting such matters of right and wrong on the back-burner in favor of a more violent and expansive 'might makes right' mentality. To worsen the opinion of this particular faith, the idea that a person's deeds are being judged by some all-encompassing metaphysical force will probably rub them the wrong way.

To be fair, if the existence of the PoE's spirits and gods can be physically proven and shown before the eyes of the azu population, their opinion may change (if ever so slightly).

The Old Way seems to be focused more on the individual rather than a divine being. This religion, down to its core, is still grounded in spirituality, and will probably be viewed with wariness by the azu species. It may be tolerated at most (so long as it is kept distant from the azu warbands), but definitely not adopted.
I think I'm pretty much done with my nation.

Where on the map are you going to be?

I don't know. Somewhere?

In all seriousness, I could be in region 5. In addition to hunting wild game, the azu could also use the river to obtain fish, while the mountains could provide them with shelter and defensible positions to repel invaders from.
Still working on my sheet; it's about 80 percent done. It should be done tomorrow. Need to flesh out some more sections, correct spelling and grammar mistakes and redo a few things.

However, while I've justified my people's raging hateboner for religion, I'm still stumped as to what may have gotten them beyond butthurt over government.

I feel this requires past relations with an existing faction or NPC.

Well, not require, but it would be cool.

I also don't know where to exactly put these guys. Probably should have thought of that first.
No, especially considering the race is comprised entirely of jaguar people, which is likely to rub more than a few factions the wrong way.
