The magic seems to be in order. I must point out though, someone with that kind of ability would be hounded by the University, to become a professor/researcher there. But yeah, looks good!

It is a mix of both, really. The steampunk stuff accompanies the fantasy stuff. Either or is good, or a mix of both would be good too. Anyway, the setting is one in which you can go nuts with your character. I'm not thinking any specific theme beyond Steampunk-Fantasy war on a desert planet.
