And it's set upon an unnamed alternate dimension, in which races other than humanity are in existence. The city has a hidden purpose, which is a plot point that I've figured out. There are various reasons, such as revenge, a government job, or just being dang insane. By steampunk, I mean that we're trying to keep a bit more hard science in this, but there IS magic in this dimension, so they can use it to make tech like automa, lightning guns, etc. So essentially, it's a fantasy-steampunk. Also, the Electorate sometimes kidnaps people to bring them to the city.
