Well, she'd be like a spy and/or double agent type, but not necessarily a femme fatale. She doesn't use her beauty to get her way, instead relying on stealth and skills. Also, is this RP a continuation of your Legion of Superheroes RP or are we starting from scratch?
This sounds interesting since I played City of Villains a number of years ago and got pretty far with my Stalker (assassin-type) character. I could incorporate her into this world, but I wasn't sure if you needed a super villain or you've got some lined up. If you don't want her to be a villain, then I'll figure out a way to turn her into a hero.
I've PM'ed Tarquin and Admiral Bangle, but they haven't responded in a while. I'm not sure about Zaresto either. It's mostly you, me, eddieddi and TheFake for now.
"Hez! ready with that nice light effect yet?"

Hez nodded and closed her eyes to concentrate amidst the darkness and carnage. Her hooded mantle glowed pure white, then flowed off her shoulders and transformed into a rod resembling a large white carnation. She cast her night vision spell upon everyone except Atropos, allowing them to see perfectly in the dark while the food monsters were caught unawares. After that, Hez hid behind the bottles of water during the battle.

Lin floated towards the stairs and called out to the team, "We shouldn't waste time with these cannon fodder! We need to get to the top ASAP so we can purify the artifact! Otherwise we'll be here forever!"

Several slimy baby carrots overwhelmed the stairway, but Lin charged in and sliced them into pieces, clearing the way. Hez emerged from her hiding spot and followed Lin upstairs to the middle level. The carrots had come from a bowl of wilted salad, with a wooden spoon acting as a platform for several vegetables to roll down and bind together to create a veggie golem. Lin slashed across at the tomato head, decapitating the golem. Its celery legs kicked at her hilt, sending her flying towards the wall. It then focused its attention on the frightened Hez, intent on squashing her with its radish fists.
As the twins were moving along a strange boy with slightly spikey scarlet orange hair passed by them accidently knocking into one of them before quickly twirling about and telling them that they needed to move faster before he vanished into the crowd.

"Shut up, you little rat! You're the one who needs to watch out!" Krita shouted over the crowd.

"Strange people are coming and going about this city....you two ok? I saw that boy run into you and I thought he may have taken something from you...thieves have been always been a problem in this city especially the noble quarter..."

"I'm okay," Krita nodded. "I'm glad to know someone cares in this city, unlike these apathetic-"

"Nothing was taken and you're not injured. Let's hurry to the merchant's HQ before a real thief takes us in," Krile interrupted her sister sharply before she could finish the insult.

"Grr... Thank you for your help, sir!" Krita saluted the gentleman and hurried after Krile. The twins kept a tighter watch on their satchels as they headed towards a house attached to a decently sized warehouse. This was the Meijin Trade House, Tolbyccia's largest merchant union warehouse and one of the Empire's pride and joys. They discovered a short line-up of other traders and sellers waiting in front of the reception desks and waited along with them.

"It seems many others had the same idea as us," Krile whispered.

Krita wasn't as concerned with the line as she was busy rejoicing the cool air inside. "Phew, this feels so nice... I feel like I've died and gone to Heaven..."

"Even though we're in Empire territory?"

"That's besides the point! Where is this nice breeze coming from?"

Krile pointed to a device attached to the wall with a shimmering blue crystal as its core and replied, "That must be an aque blastia converted into an air conditioner. Instead of providing water like that fountain I saw in the lower quarter, this one regulates the temperature inside a building."

The twins continued to wait in line, and Krita was quickly growing impatient with the wait. While she fidgeted and focused her glares on the receptionists, Krile spotted a repairman approaching the blastia and taking out several tools before fiddling with the machine. She raised an eyebrow and thought, The blastia seems to be working fine. Why would someone need to come in for repairs?

She kept an eye on the man as he continued his work. Eventually he pried the core out and placed it in his tool box, then gathered his tools and departed. Krile was astonished that no one else noticed him; everyone was just complacently going about their business as usual, and Krita was getting annoyed with the wait.

"Keep our place in line," Krile whispered and ducked beneath the queuing poles to pursue the thief.

"W-Wait, what? Sis, where are you going!?" Krita hissed helplessly.
Understandable. I wish you success in your other RPs.
If you're familiar with PreCure, I made up some Cures for an original series called Sparkle Precure, although it was originally intended to be a tad darker than the series. I have the main characters' names, powers, and personalities made already, as well as bits of the world they're in, if you don't want to go through the trouble of making new characters up.

EDIT: More images can be found here and here (NSFW).
"Maybe the three of them are all in the same situation which is what is causing something like this to happen."

"That could be a very likely scenario," Lin agreed. "But unless we investigate, we can't prove anything."

"If things start to go bad could someone knock out the light, it would help me a lot."

"Now look here... You might not be sighted, but the rest of us are. What are we supposed to do to fight our enemies without any lights?" Lin frowned and crossed her arms sternly. Hez tugged her sleeve and 'told' her something in silence. "Hmm... That's not a bad idea, but only if you hide yourself really good, okay?"

The girl nodded. Lin reported, "Hez just said she will illuminate our eyes with a spell, something akin to night vision. She's not a fighter at all, but she's really good with healing and light spells."

"Hay, I don't see any pre-con food, like no pre-packaged stuff, its all fresh (if rotting) produce, like there's bread buns, lettuce, and all the stuff to make a burger, but no ketchup or brown sauce, also no jam." he observed.

"Geez, where are these people getting their calories from? The only good thing in here is that bottled water," Lin remarked sourly.

Hez thought she heard something shuffling from far above and glanced upward. That's when Erebus pushed the bun over the side like a boulder and it clattered near the group, startling her enough to make her fall on her butt!

"Whoa! Are you okay!?" Lin immediately rushed to Hez's side. She helped her get back up, but when Hez looked at the bun, she noticed that it was shifting on its own a little. Her eyes widened into saucers and she got goosebumps. Lin caught her partner's fear and glared at the bread just as a distorted arm broke through the moldy surface! That was precisely when the puffy hot dog on a plate wiggled and burst, allowing several rotting meat zombie-like creatures to emerge from the sausage. Different creatures emerged from the mold, and some formed into specters just from the horrid stench alone.

"We're surrounded!! Someone kill the light!! NOW!!" Lin screamed as her body flashed blue, and her form shifted from a humanoid girl into a floating sentient sword embedded with sparkling blue gems. After transforming, Lin flew blade-first into the group of hot dog zombies and tore them apart with one swoop.
The main entrance to Zaphias was bustling with activity in preparation for the festival. Folks rushed in and out of the place going about their business. This was the scene that a pair of young traveling girls entered upon after coming from Deidon Hold in the north. They carried a few satchels chock full of materials from their hunts in the Quoi Woods, which they intended to sell at the merchants’ union shop in Zaphias.

On the surface, these girls were hardly ordinary. They were identical twin sisters, both having neck-length chestnut brown hair tied into a bow, and crisp blue eyes like the sea. If anyone paid careful attention, they would notice that the twins’ walking was in perfect sync as well; when one stepped with their left foot, the other did so with their right.

That was where the similarities ended. The older twin, Krita Shizumori, wore green and orange clothes and reacted to the hustle and bustle with vivid interest. She kept a large wooden staff buckled to her back, and she wore her bodhi blastia as a bracelet on her left wrist. Her younger sister Krile had identical clothes colored red and blue, but she looked more vapid and uninterested. She kept a short scimitar in its sheath on her right hip, and her blastia was a bracelet on her right wrist.

“Phew… Damn, this heat is murdering me!!” Krita wiped her brow. “Pray tell, why did we need to come all this way? We could’ve just sold everything at Deidon and scooted back to Quoi, no problem! I miss the shade already…”

Krile murmured in a low voice, “Our funds are running short. The Eggbear claw we fought so hard to obtain should be more profitable in Zaphias. In addition, there is an unusual amount of activity going on. More activity means more customers for merchants. More customers for them means a higher demand for us to sell rare materials such as this to help meet their quota.”

“I know that. Law of the market and all that stuff. I just don’t like having to deal with people from the Empire any more than I need to. Besides, I keep hearing this whole festival business thing is just the Imperial Knights bragging about killing some monster. Big bloody deal. We do that all the time! This is nothing more than a propaganda scheme coupled with annoying pontificating! I should expect nothing less from the Empire!”

“It would be best not to engage in such attitude while in the Empire’s capital city,” Krile sharply warned. “Whether we like them or not, we still need to conduct business professionally.”

“Pfft! Then let’s just hurry up and get this over with! This rotten weather and noisy city are already starting to become a bad influence on me, and we haven’t even hit the nobles’ quarters yet! Now, where is the merchants’ HQ?”

“I believe it’s this way,” the quieter twin pointed northwest toward a series of steps leading to the center of Zaphias.
Updated the twins' picture. It's much better than the previous one I had IMHO.
