I don't see why not. It's also possible to see one or both sides infiltrated by the enemy. Depending on how many people are into it, there could be more than one side to the "resistance". Perhaps they have a different ideology or goals, and have to not only fight off the government, but play a dangerous game of territory control with the other resistance faction.
