The Oculi wouldn't like any kind of dictatorship and would violently oppose it. And I realize most of those countries are democracies now, but I'm assuming that the world of pre-WW3 is more ridden with dictators, possessing a more dystopic feel. That's where the idea of France and Italy being taken over by tyrants came from in my background.
So Darkwolf, such a big federation would be sure to scare The Oculi. How many of those countries are dictatorships?
Cool! I'm not sure how much power the players would have yet, I'd be willing to go that they're just "special" because they know more about witchcraft, being from Warren, to they are able to learn to harness some witchcraft powers against the witches.

Name of Nation: The Oculi of Mercier

Territories: They are thought to have a base in every continent, even Antarctica.

Government Type: The Oculi are a terrorist/freedom fighters' association operating on political, military and economical levels. They are run by 'Senators' on each continent. There is a larger authority, but he, she or it is only known as Cerberus, and is extremely evasive.

Military: Oculus operates by pulling off terrorist attacks on countries. They operate in small cells of trained soldiers that faithfully carry out their given tasks.

Economy: The Oculi are known to operate banks over the world, which finances their corporation. They have officials in companies and governments, who have been known to embezzle from their superiors. They trade in black market goods, cheaper than most official companies are willing to trade. The Oculi will donate to causes and governments who they support, and embargo those they disapprove of.

Foreign Policy: The Oculi will approach governments and offer to ally with them, provided that they abide by the Oculus Constitution. They will attack countries that they believe are in violation of this constitution.

History: The Oculi formed in the aftermath of WWIII, when countries collapsed to anarchism and chaos. The several despotic governments that formed in its place pushed people in all walks of life to form an organization dedicated to restoring democracy and human rights. It was begun by Jean-Baptiste Mercier, who was the UN Secretary General at the time. The group was originally called the Restoration of Human Rights, and was primarily focused in France and the USA. Their goal was to impose the Oculus Constitution, which resembled a combination of the United States Constitution and all of the declarations made by the combined Geneva Conventions.

Mercier had initial success with large revolts in France to implement this Oculus Constitution, and even forced the infamous Parisian Despot Hugo Bresson (Often called the second coming of Robespierre) to sign over his rulership in favor of a republic governed by the Oculus Constitution. Mercier and his group became famous worldwide, but it was not long before despots around the world began to take notice. The Dictator of Italy, Lucia Dioli, aided in Hugo Bresson's return to France, while Mercier was staying in Paris.

Bresson and Dioli's soldiers seized Jean-Baptiste Mercier and executed him, and Bresson took power again. Other officials with the Restoration of Human Rights were hunted down and executed in France and Italy. Rather than accept defeat, the remaining members radicalized. An unknown person took control of the group in Mercier's absence, and turned them into a terrorist organization. They turned their focus around the constitution, and began to be known as "Oculus", or "The Oculi of Mercier" in honor of their fallen founder. Within the year, Hugo Bresson was killed in a car bombing and Lucia Dioli was strangled to death by one of her own bodyguards, an undercover member of The Oculi.

Lucia Dioli died seven months ago. Ever since then, The Oculi have been growing in power and prestige as more flock to the idea that only violence will return the rights people had before WWIII.

Foes: Dictators and violators of the Oculus Convention (Geneva Convention recognized human rights, American Constitution recognized freedoms)

Demographics: They have around 100 cells of strike team soldiers, who are a multinational force of WW3 veterans, mercenaries, and even former criminals. They have thousands of associates, spies, officials and operatives spread out over the world.

Other: The Oculi announced it would only disband when every country can claim to have an elected ruler that respects human rights and is not a threat to the welfare of the Earth.
Will we be in England? Or the Middle East? I'd be interested in creating a Muslim character but it'll depend on how much the Crusades play into this.
So, I want to get back into the roleplaing game by starting a colonial roleplay, in an area that is particularly interesting to me. This roleplay would be semi historical, taking place in the fictional Warren, Massachusetts, in the year of 1693, during the height of the witchcraft paranoia. Massachusetts is run by Sir William Phips, governor appointed by the Crown of Queen Mary II of England.

You will play as a citizen of Warren. Like everywhere else in Massachusetts, the paranoia has spread to your town. What's different here is that they actually may be on to something... is there a witchcraft conspiracy in Warren?

The world this takes place in will start historically, but it will quickly diverge into an alternate history as the forces behind the witchcraft conspiracy work their evil in the world.

WHAT THIS ROLEPLAY WILL NOT BE:

A fantasy, teenage drama story with quirky witches. Witchcraft in Warren Horrors is closer to what the Puritans believed it to be: people working as the agents of Satan trying to corrupt and ruin the lives of the pious. You won't be able to play a witch unless you work something out with me. Additionally, witchcraft is not exclusively practiced by women.

This roleplay also won't try and tackle any religious questions. The "Satan" of the story is really what the Puritans interpret as Satan, whether they are right or not isn't meant to be answered.

WHAT THIS ROLEPLAY WILL BE:

Warren Horrors will be about fighting and/or trying to survive the evils of witchcraft. You'll begin as a lowly citizen of Warren, likely English, but you could be from anywhere in Europe if your backstory is good enough (It's not inconceivable to play as a Swedish Puritan in exile, for example). You'll start innocently enough, just trying to live your life as a virtuous citizen of the Massachusetts Bay Colony. Soon, however, you will find that Warren is the site of a horrible reality... Witchcraft is real, and you're about to be caught in the middle of Satan's push to gain control of the mortal world.
