Don't you think that having all the things you listed in a genin make him a OP? Not only is Scorch release a very powerful kekkei genkai, but you also added a summoning jutsu (which are very hard to learn), and a doujutsu (which of the 3 that exist in Naruto's world are the strongest kekkei genkais).
