Sorry but I don't prefer the mixing of powers because mainly the only race known currently, humans, are only possessing powers because they were cursed or blessed with them by a powerful entity existing in the "speculum" . I'd rather have you able to become any animal wanted (except mythical) then telekenisis and two animals. Or just telekenisis no shape shifting.

Yes of course and he would have limits on his power. No side powers along with that though since shapes gifting is a pretty well rounded thing. Assuming he can transform into Animals? Obviously his morals and thoughts would have to make him side with the humans though also.
