Perhaps El Fantasma could be the one to make and/or develop the Mirakuru, before it being given to Grant? As in Grant is the sole recipient of the Miracle and all samples are destroyed following the massive failure derived from playing devil's advocate to Grant's all-consuming thirst for revenge?

My finalized Mirakuru:
Abilities given
Enhanced Strength: Strength is increased to superhuman levels slightly below Deathstroke. He can throw grown men several meters away, and can break an assault rifle with his bare hands.
Enhanced Reflexes: The speed at which he reacts allows him to dodge fast-moving projectiles such as arrows and bullets
Enhanced Speed: He can outperform Olympic Athletes
Enhanced Durability: Serum increased the density of the muscle and bone structure, causing them to become more durable than a normal human's, increasing the durability to that of common concrete.
Enhanced Stamina:The Mirakuru, reduces the effects of fatigue allowing Grant to exert himself at peak capacity greater then any human could.
Regenerative Healing Factor(Minor): The Miracle injection has greatly enhanced Slade's ability to heal minor wounds, Minor wounds such as cuts, bruises and light burns heal faster than normal.. Recovering from minor to moderate blood loss. Critical wounds such as lost of limbs, damaged nerves, and internal organs cannot be regenerated, as wounds would simply close up faster and lost organs remain lost. Cells that are fatally damaged, such as by burning, cannot be regenerated, resulting in permanent scarring. Grant's missing eye did not regenerate.
Drawabacks:
Mirakuru Side effects: heightened aggression meaning Grant has a much more difficult time keeping his anger under control(Tremors of the hands) and Mental Illness
Mental Illness: A side effect of the Mirakuru is that it causes the user to develop mental instability which causes Grant to go into fits of rage and impairs his sense of right and wrong. In addition, it appears that Grant believes himself to be controlled by the deceased Mason, at least in part.
Pain suppression: Not knowing pain may leave the user ignorant to crippling injuries, which may disable them without them even knowing why.

I meant strength. Mirakuru is a one off drug, but [u]Miraclo[/I] is a repeat drug. Miraclo is what the Arrow creators got inspired for to make Mirakuru. So, how is painlessness a liability? and what do you mean by temporary?

First, it's a one off drug. Second, By density, I mean his skin is as strong as concrete, not having the density of.
How so? And what do you mean by temporary?
EDIT: to compensate for his strength, his skin would have the same density as concrete. Otherwise his hands would shatter the first time he tried to use his strength on, say, bulletproof glass.

Pros: enhanced speed, strength, senses, reflexes at a slightly below Deathstroke level.
Cons:heightened aggression and Schizophrenia. Basically, he'd have visual and auditory hallucinations,the schizophrenic hallucinations. He hallucinates seeing and hearing Mason, believing himself to be at least partially controlled by the deceased brother , and rages so intense, he'd develop tremors in his hands and body, depending on intensity
Look: the Mirakuru is going to give Grant intense rage manifesting itself as hand and body tremors. The Hallucinations are going to take away his sanity, at least in part. Use the tremors against him. If Deathstroke can be beaten by children acting in tandem, Grant CAN be beaten. he is NOT invincible. I put his abilities at BELOW Deathstroke level.
