gowia: Rifles are fairly widespread (to keep it a little more steam punky) though muskets are just as common. If you got a lot of their farm land in a peace deal then yes. I say peace deal simply because I don;t want anyone actually completely annexed

Anyone who has Professional Army is likely using rifles for there infantry, anyone with out-dated is probably stuck on muskets, and without either they probably have a mix.
Theres still a few other issues though
First bows require a lot of frigging training, where with muskets/rifles you can gather some citizens and give them a few weeks worth of training.
And second, with a decent industrial base its relatively easy to produce muskets/rifles.
Its always easy to say that since things developed differently on Edoniras that rifles were recognized as superior
And even then I doubt bows are more accurate then muskets.
But we have both, and most people are going to be using rifles.

Musket man maybe able to outrange a longbow man, but they are inaccurate, and slow to reload, as well as causing a lot of smoke and a chance of blowing the gunner up. Rifles, are better than bows in most respects, but are only issued to about one in fifty people in the current era. So, while a one vs one in an open plain might not work well, but a hundred vs a hundred would be against the musketeer's favour, since a bowman can loose about three arrows to a single musket ball.

The trouble is the reason bows were phased out in the first place, rifles and muskets have a longer range. The bow man is dead before he gets to loose. Rifles are more accurate than bows too
