Unlike most contemporary militaries who are reliant on high levels of technology(And thus, are unable to field larger armies without over straining their economy or industry), the Caliphate tries to strike a compromise between technological progress and reliability. While it is not the most elite nor the most advanced, they are certainly the logistical and organizational masters of the modern military world. The Caliphate, as an emerging economic power, tends to place emphasis on reserve forces rather than standing forces. Coupled with its brand new and recently built infrastructure, reliance is placed on quick mobilization in the event of total war, and effective test of arms in skirmishes and limited scope operations abroad.
Kapıkulu
After the devastating early years of WW3, the requirement for a strong standing army to discourage attackers during those turbulent years was deemed necessary by the Caliph. The organization now consists of around 2.5 million, but this number does not count immediate "reserves", who are capable of doubling this figure very quickly. The Kapikulu use up to date weaponry, and a reccent reform has updated its equipment to be post-WW3 in terms of technology level. Personal initiative and aggressiveness at the tactical and low operational level are emphasized in the main regular army, and as such NCOs and COs are usually of a very high quality. Strategic and tactical doctrines emphasize the use of maneuver and mobility, rather than the attrition style warfare many contemporary countries tend to use.
However, the establishment of the Kapikulu(And the reserve Azabs) was not exclusively for military purposes. The infrastructure and settlements of the middle east were among the least developed portions of the world(sans Africa), and with the limited, but intense conflict that had happened, even that had been seriousily damaged. Thus, the military went about building bridges, roads, schools, administrative centers, and assisted in the rebuilding and creation of many towns and cities, along with public works products. It was "an army of engineers and workers" that effectively rebuilt the entire middle east into a much more modern area, stimulating the rising middle east economy.
The army, thus, is proficient at logistics and engineering at the tactical and strategic level. Training usually takes around at a maximum twelve weeks for basic infantry training, with individual and more specific training afterwords. The already formidable morale of a nation electrified by religious duty combined with the extensive discipline of the regular army has resulted in tough normal soldier. Most equipment used by the Caliphate of Rome is not necessarily cutting edge or special, but tends to do what it needs to do.
To supplement the Kapikulu are the Azabs, or the reserve forces. While the Kapikulu is a completely voluntary force, the Azabs are a basic requirement for all those aged between sixteen and forty, though only in times of war is secondary schooling suspended to prepare one for the Azab force. As a reserve force, there is usually nine weeks of initial basic infantry training, then whatever specialization training is needed. Two weekends of every month are sacrificed toward maintaining discipline and continuing any further training, and four weeks every year(Separated into two two week increments) are used as refresher periods. The Azabs are used for the immediate creation of new units, or the reinforcement of standing armies. They tend to only be mobilized in the event of a major war. To encourage increased cooperation in units, Azabs are regional in nature.
A portion of the Azabs are open to those over the age of forty, and these units are usually mixed in with a small dosage of younger Azabs to create a garrison force in the event they are needed. Usually the equipment here is outdated, or bought from other countries, usually Germany. While not extremly solid, they do their job, and when combined with those in the Serhat Kulu, they are extremely proficient at fighting an asymmetric war.
Serhat Kulu
Those under sixteen and over forty can not serve in the Kapikulu main force or the Azab reserve force. As such, those over forty years old are allowed to join the Serhat Kulu, usually made up of veterans now living a civilian life. It is a very loose organization that operates on a very local level, and is something between a militia and a more legitimate military organization. Its main purpose is keeping peace and order within the country, and unlike a police force it is more like a part time job. As the middle east has a very long and bloody tradition with foreign invaders attacking with superior numbers and military capability, its people have become very proficient at things such as guerilla warfare. The Serhat Kulu are the natural extension of this. Across the entire Caliphate, Serhat Kulu organizations, in towns, villages, and cities, organize and use civilian weapons and equipment, with minimal government provisions and training to establish an effective, prepared guerilla force. By extensively studying local terrain, weather, and the civilian populations opinions, they are capable of instantly forming a small group of cadres to help and train other civilians in the area to form a prepared resistance or guerilla force.
Economy: The Caliphate is in a time of modernization and economic expansion and growth. It goes without saying that the Caliphate of Rome is a country with seemingly limitless amounts of oil. This has made it extremely, extremely rich, which in turn has caused it to expand its own infrastructure, military, and economy. Originally a very limited country, it has employed newer and more modern agricultural techniques, manipulation of water sources, and new machinery to try and expand its food producing capabilities. In addition, it has heavily invested in its own Industry, becoming a huge player in exports. It has also expanded its service industry to account for a more "modern" society, along with more specialist and technology and electronic based jobs. Due to its geographic position and control of multiple critical straits, its position as a trading capital of the world has also been assured. By and by, the Caliphate of Rome can be compared to the likes of emerging powers like Japan in the post Meiji era, or the People's Republic of China at the turn of the millennium. Its oil has made it insanely rich, and that money has been used to stimulate the rest of its economy so it won't have to be reliant on that oil to be so rich, and the results are certainly showing up and paying off.
Foreign Policy: The Caliphate of Rûm has pursued a relatively peaceful foreign policy, pushing for more international trade and global cooperation to ensure international peace. It is relatively hesitant to use force of arms except when it is in regard to Muslims abroad and their treatment, and what sphere of influence Indonesia is in; though it pursues warm trade relations with the Asian Federation, it has warned it multiple times to not intervene with the international status of Indonesia. While there are a few other things the Caliphate is willing to use force for, these two are the most relevant at the current time. It is a country that desires no World War 4 or major war, and is a country that relies on nuclear deterrence to try and prevent such a major war.
History: The Caliphate finds its roots in the old era, before World War 3. Exploitation of middle eastern nations for oil was commonplace; this caused relative hatred for the west to spring up among many extremist groups. When World War 3 started, the middle east at first seemed to be a place of critical importance to almost all of the Great Powers. However, invasions never materialized. Most countries were more concerned with more immediate problems, and overthrowing the post cold war world, and as long as the oil kept coming, no one had the time to pay attention. They had their own problems to deal with, after all.
So those very fundamentalist groups began to over run the middle east. Though ISIS itself was destroyed long ago, its successors in spirit began to fight among each other for dominance over the region.
Unfortunately for them, they began to try and influence and take control over Turkey, a completely modern country with a conventional military. It was completly one sided, and from there it went completely down hill. The Turkish government was overthrown in the resulting chaos of joining into the so called "World War 3", and a heavily more religious government took its place. As time went on, Turkey slowly brought together the myriad states of the middle east, either through conquest or diplomacy. The true objective of this new Caliphate, the "Sultante of Rome", as it was declared after the success of its mission, was the unification of Islam. After accomplishing this task, it set forth toward the balkans. By the year 2027, The Caliphate had stopped its advance at the northern tip of the Balkans. With the resurgence of Russia and the desperate situation between the Central Germanic Federation and the despotic European Consolidation, the Caliphate stopped its advance. Already the hatred for the European Consolidation was growing, and less out of realpoltik and more out of political considerations at home, the Caliph decided to simply sit on what it had gained and start a program of reform and modernization.
Years later, it has weathered the storm of a world war, and is on the closing chapters of its reforms, now fully feeling the effects of the various social, economic, military, and administrative reforms. Following the idea that scholars should be celebrated, it is a beacon for specialists and those with higher education jobs, encouraging fully education.
Foes: The European Consolidation is the Caliphates chief enemy, so it tends to diplomatically support the claims of the remnants of the United Kingdom, going so far as to acknowledge it as a "legitimate country". Its relations with the European consolidation are relatively cold, but things like skirmishes don't happen. The use of slave labor against muslims contained within the consolidation has caused hatred among the citizenry of the Caliphate and its leaders.
