Name: Mike Milner
Alias: Matter Master

Powers: Mike has the power to transmute matter, changing the substance of which things are made. In order to effect a transformation, he must first have a some of the material he wants to create. While touching it, he can then fire an energy beam from his hands, and whatever it hits will be transmuted. The effects are not permanent, and it takes more effort for him to maintain transmutions the longer they go on and the larger the object that has been transmuted.

Equipment: A number of different materials he can use to fuel his powers, and a jetpack that he uses to fly around the city.

History: Mike grew up in Lochwell City, revering the heroes who had brought safety. When his powers manifested two years ago, he was taken in by ARGO as a recruit and trained to be a hero. He has recently come of age and graduated to become a fll member of that organisation.

Personality: Milner is brimming with enthusiasm and will to prove himself. As a new hero he has all the vigor of youth and can’t wait to get started on his first big missions. He wants to earn a place for himself among the greatest names of ARGO. He is confident, if a little rash.

Weakness: The effectiveness of his powers is limited by the materials he can access, as well as time and size.
Relationships: Mike idolises many of the older heroes of ARGO. They were the legends he was told about as a child, and now that he has the chance to work with them, he is overwhelmed with reverence and admiration.

Falcon looked down at the broken machine. It seemed defeated, but then it had looked that way before as well. Just to be certain, he lifted the dented power pack out of its chest cavity and gave it a few good whacks with his metal bar. Better safe than sorry, after all.

The ground shook, driving him to one knee, but safety was in sight, and anywhere that was within sight, he could be. He revelled in the warm sunlight, basking in it for the first time in weeks, when the PDA in his pocket went off again. The message and tone were infuriatingly condescending, but he held back his tongue from making a cutting remark back at the device. He owed this man his freedom, and so he could tolerate a little disrespect. Just how much would remain to be seen, but for now he was determined to be civil.

Falcon approached the watercraft and hailed the butler, reaching out to shake his hand.

The robot hadn't moved towards him very much when the other prisoner made his move, but Falcon decided that this was the best he was likely to get, given that the warden was held in place. He reached out to the shaft with his power, quickly shrining the foam blockage.

It tore away from the steel shaft around it and was immediately swept up in a geyser of water sweeping up from below. Liquid burst out in all directions and soaking him to the skin in an instant, but the main flow followed the direction of the shaft, arcing outwards towards the middle of the dome. As the flow leapt skywards, he grew the amount of water, giving it the little bit of extra range it needed to come down right above the warden.

James Falcon crouched in a corner, hidden behind his meal tray. After taking down the robot, the group had wasted too much time picking themselves up, prematurely congratulating themselves on their victory and then crossing towards the exit. It had been dangerously stupid, in retrospect. He had almost gone to remove the warden's power pack as had been suggested in the PDA, but after the big reptilian thing stepped on its head, he hadn't bothered. He vowed to himself to learn from the mistake. Cockiness led to taking chances, and taking chances led to failure.

The tray-shield shook again as a foam canister struck hard, but the wall held. He had had to grow the plastic to a almost metre thick to protect himself, but now that it had held the foam would end up adding to the barrier, giving him a little extra protection. Falcon dared to peek around the edge for a moment, and all seemed quiet. His fellow prisoners were all cowering back under the continuous assault.

All had gone quiet below as well. The sounds of struggle had faded, so it seemed that the other prisoners and robots had all been caught up in the rising tide. What he saw when he looked behind to the shaft, however, was that the water hadn't stopped being pumped in. Another stray foam capsule had mostly resealed the shaft after the first covering had been burnt away, but a few cracks in the foam spurted tiny jets of water up from underneath. Perhaps he could use this. The robot's whips crackled with electricity, but if it could be doused in that water, it would fry its own circuits.

Silently, he expanded the sections of foam around the pinprick holes, cutting off the water. He would need the pressure to continue to build below while waiting for just the right moment to release it. He didn't have a way to redirect the geyser that would burst forth once the foam cracked, so that meant he would need the metal giant to stand in its way. It had to be baited.

"Hey!" He yelled at the warden as he stepped out from behind his cover. "Are you going to stand there all day wasting bullets, or will you come over here and fight me?" He put extra emphasis on the word here, trying to alert the other rogues to the importance of moving the robot, but hopefully not while alerting the thing itself. If it sensed a trap, it wouldn't move.

So what happened while the warden was lying on the ground dead for five minutes? The rogues are on a timer, so they needed to get out smartly, or at least make sure that the robot was properly smashed.
So use your GM powers to kick things up a notch and draw people back into the game. The current situation of people getting to know each other is good and important stuff, but if it's killing motivation, we need to move past it. If need be, different groups can work out what they want to have happened over lunchtime and post it as a flashback.

For now, nothing motivates like a concrete goal. Throw in some obstacle, adversary or challenge for the students that they need to overcome, either separately together. Once we have activity up agin, we can look to more high school RP type things happening, mixed in with those shenanigans you mentioned.
Quite well. I'd be even better if this game got going again, though.
