I have a premise, but need some help developing a plot

I have some questions :) These don't really have to do with plot building but certainly I can throw a few ideas out at the end. :P

What type of act qualifies as bad enough to be reincarnated? Would it be based off of breaking laws like murder and crime? Or Biblical sinning; Adultrey, lies, gluttony, greed, pride, wrath, et cetera?

Through reincarnation to they keep their same personality? Maybe even their same appearance? Though I think it would be cool to show a stream of how your appearance changed between the different lifetimes? Even the possibility of changing genders through the reincarnation. As your soul would be attached to the new body but the chromosomes through the process of pregnancy might change, though has a strong biased towards the original gender of the host? And the only thing that remains the same is the personality of the person?

Now, onto an idea:

Having returned as a reincarnation you have been given the opportunity to right the wrongs of your past life. Though the degree of the sin/crime determines the atonement one must do to break free of your worldly chains. The greater of sinners/criminals have only one option. Join a secret task force of paladins that aid the world through the shadows. Mostly against the Shades, capturing them and bringing them to a secure facility for detainment; knowing killing the shades would only offer them a chance of reincarnation. CAN EXPAND IF YOU LIKE THE IDEA

"You... caused this...?" She asked slowly, trying to make sense of it all. The she heard the sirens. If this girl crash landed here that wasn't good when involving the police. She quickly took Jubilee's hand and got into a run, pulling her along. "We need to get out of here! It's not safe!" she said back to her.

6 AM . . . Yesterday

"AH!" Lizbeth yelped in surprise at the sudden appearance of another girl ran up to her. Stumbling back and falling hard onto her backside. "owie..." she moaned as she rubbed her sore rump. She looked up and blinked in confusion. "Uhmm.. Hello? You startled me." Lizbeth pushed herself back up to her feet, brushing the dirt off her jogging shorts.

"My name is Lizbeth. Did you come to see the crater as well?"

Lizbeth was out on her ritual nightly run through the woods. Suddenly a bright light shot through the air and crashed about a mile ahead of her. She ducked down, her arms covering her head for safety. She peaked up as the dust settled and blinked curiously. Was that some sort of shooting star? Curiosity drove her forward, taking slow precise and nervous steps forward until she came to a rather large crater site.

"What the hell...?"

Having wanted to become a veterinarian ever since a young age Liz had always been the sweet, nurturing type. On often occasions Lizbeth would be seen nursing a baby bird that fell out of its nest back to health. Spending hours on end in the animal shelter as a volunteer as soon as she was old enough. That was her life, her identity. A caring soul that found all life and creatures precious. And that can be seen in her personality. She is never harsh or mean, she may get stern but it is always with the persons best interest. She can't stand senseless violence and cruelty. Becoming fuming when in the presence of bullying and will often confront the assailant against better judgement.
