Well that will depend on the location where the RP will take place. You can expect that UK will treat Activators different then US while US will treat them differently then Russia, resulting in different possible plot lines and goals. Trough it is not likely that we and up in China you could expect China's government to try to make the best use of Activators as military assets, leading to a wave of Activator refugees from it (maybe even the birth of an active anti-government resistance).

Trough not a rule due to the expected increase in the amount of memories that a Link holds with the passage of time it is a great probability that an older Memento would be more powerful. But since only a single year passed from the appearance of the first Memento not enough data is available to link the age and the power of a Memento.

A Memory of Today, Kept for Tomorrow, While Remembering Yesterday

The year is 2015. Date 20 June. It has been almost a year from the appearance of the first Memento, a object which, by means of memories and feelings, grant's a person which has those memories and feelings, an Activator, an Ability, a magic-like power.

Now groups of people, both ordinary ones and Activators, wonder what to do with themselves and the advent of Mementos.

Terms:
Memento - An object, commonly a nonliving thing, which has established a Link with an Activator and serves as the source of an Ability.
Link - The feeling and memories which the Activator has for a Memento.
Activator - The source of the feelings and memories which allow the creation of a Link and a Memento.
Ability - A magic-like power which is unleashed by a Memento. Memento's can unleash only one Ability. The strength and range of application of ability is defined by the Link. The strength and type of feelings affect the Ability while the amount and importance of memories increase the range of abilities.
Ex. If the basic ability is just to create fire from the Memento, then the feelings are going to influence the temperature and size of the created fire, while if the Link holds a important memory then it might result in the Ability to also control the fire to form missiles or shields.

My sig is just a quick work in GIMP from a picture I downloaded. I increased the contrast a bit, decreased brightness a bit and then added the text. Is just temp until I get my bro to make me a better one. Also the picture is fanart for the popular Touhou game series (dates back to PC 98 and has a gigantic always expanding fan base).
