Managed to force some inspiration out of myself and send something ... not a best write of mine but I hope it gets at least some votes.
Seeing that everything was over before it even begun Leyya shouted back at the young man as she run of after the girl: "There is still one guy after a powerless girl which I protected in the first place! I will be back as soon as possible."
With haste, not waiting to see if the man would follow her, she run in the general direction in which she saw the other girl run off. She took out her bow and an arrow while on the run and got ready to blast the guy to hell with Bora if needed. But when she came to the alley it was obvious that the whole thing has already ended and that girl with another person beside herself, was crying over something on he floor.
"You okay?" she said as she approached the two. She cloud now see what it was a broken jeweled cutlass that the lass was crying over...
I adjusted my levels to roughly the same as your characters when making the CS.

I usually RP with female characters, but yes more female character then male in a RP are not common.
I have made a basic idea behind the location (a restaurant in this case) in which the RP will take place so we should start thinking about the characters. "Black Moon" veterans are those with both fighting ability, needed to survive on the streets, and the brains which are needed to actually become a member of "Black Moon". Since we are handling both a cover service establishment (a restaurant) and large scale smuggling one of the character would need to be a "people's person" while the other would need to have some accounting and management skills.

With this tips make a character with those:
A name.
At least one alias.
A "Black Moon" name. Those are used when dealing with those which are not directly in the same part of the operation like the smugglers which we will be dealing
The race of the character in question (human preferred).
A description/picture for appearance.
A bio.
A basic personality.
A list of skills and abilities that the character has.
Anything other you thing might be important.

"Forever Standing" few moments after 6 am.

"Never hear about such thing," the barman answered as he was serving another of the patrons which hanged on the bar and asked: "Would you like anything to drink?"

The rest of the bar was just like any other bar in Europe - a place to grab beer and food. The motel occupied the second and third floor while that less moral job of "Forever Standing" was done in the fourth floor of the brick building which it occupied. The bar patrons were mostly a usual mix of better standing refugees, folks from the old town and two or three guns for hire and similar folks which were always demanded. Two EUFOR soldiers from the Fifth Armored Battalion entered the bar and took one four chair table and started a conversation which pointed out that two more soldiers would join them for some poker and beer. The kitchen doors behind the bar opened to allow a waiter to carry out two eggs and bacon which was ordered by an Arabian news reporter - which came to report on the situation in the Danube Canyon after the recent Chinese try to take the former are of the city of Bratislava - and it resulted in an array of smells of food being cooked to fill the bar. All in all it was a ordinary morning in the "Forever Standing"...

Soa was waiting and she knew who would be needed for this task - the greatest task in her life - someone that cloud protect her from the dangers that she will face on her path. She first decided to approach the four armed woman which entered the "Forever Standing", guessing that she would be easier to convince that the much weirder one which was clad in spiked armor, and without any rush she came up to the woman's table and spoke up: "Hello, my name is Soa and I am in need of your services, if you care to provide them." Her voice rang across the bar, but to most it was just another chatter in a sea of others, but to one of those which gathered here it sounded like the sound of flames, the flames which he so desperately searched for.
It was definitely not the most desirable turn of the situation for Leyya but it was not the first time that she had to duke it out with thugs of this kind. She quickly gave up on drawing her rapier and in a single move of her right hand she pulled out her longsword and smashed the other of the original molesters, which was still stunned by her psyenergy display, with it's dull and broad side straight in the face, breaking his nose and sending him to the ground. She then turned to the doors from which the girl escaped and started to move towards that door - ready to fight her way trough if needed - and said: "Don't even thing about attacking me if you are not ready to say goodbye to your lives." It was clearly visible that Leyya was an experienced fighter, both from the numerous marks of blades which adorned her longsword and chain mail - evidence of previous fights - and the fact that she managed to do such a quick and precise movement with a force enough strong to blow a grown man to the ground. Furthermore she clearly demonstrated that she was an Adept something that cloud not be overlooked with ease - after all it was well known that the infamous pirate Briggs and his large, experienced and strong band of pirates were defeated by three young Adepts. Now as Leyya approached the doors it was up to the rest of the ruffians to decide to fight or not, risking to confront Leyya whose mood was becoming less and less good ...

Leyya made it to the city of Tolbi the same way like any other person would - trough the Kalay and Tolbi docks which allowed merchants and travelers to cross the Karagol sea - and walked into the settlement with eyes wide open - from experience she knew that the bigger the city, the more of crocks and thieves it held inside itself. The city itself was large but large cities were no novelty to Leyya, after all she pretty much crossed the whole east Weyard during the last four years of traveling and even saw the Mercury Lighthouse. Without haste, and yet quite quickly she made way to one of the bars that doted Tolbi only to notice that the relative normal outside hidden a den of who-knows-what-kind-of people and a single one which stuck out as a sore thumb with, for this place, a extremely unfitting appearance. To make things worse two ruffians were already having some sort of conversation with, if she guessed right, a young lady of her age.

Leyya sighted and approached the trio, her right hand lowering itself on the hilt of her rapier just in case. She spoke up:
"Now, now, cloud I ask you two gentlemen to step away from her? I don't thinks she needs the kind of help you are offering."
"Those guys are up to nothing good," she whispered near the lass' ear while placing herself between the pair of up-to-no-good and the tourist? girl.

Her right hand waited on the rapier's handle just in case and she was already ready to fight if needed, preparing the mental strength needed to unleash Jet on the right man if the two attacked...

*Bora is a strong wind that commonly blows from the Dinaric Alps (Dinarides) towards the Adriatic and Mediterranean Seas, sometimes with blows of over 200 km/h.

Psynergy:
Known: Whirlwind, Ray, Jet (later also Jet Stream) - Powerful single enemy attack .
To be learned: (Plasma), (Shift/Accelerate-Boosts party agility), (Poison Cloud/Venom Cloud/Venom Storm - Poisons enemies).
Leyya's psyenergy is combat orientated with a few support functions.
Utility Psynergy: Whirlwind, Jet (push distant objects with a powerful wind jet - trough it can't pull objects towards one it can push objects away at much further distances then move). Can learn Reveal if a teacher/tablet for it is found.

Weapons and equipment:
Can use Light Blades, Long Swords, Spears and Bows. She prefers swords over bows but is not shabby with a bow due to constant practice of hunting with it for food.
Currently carries a longsword, named "Old Faithful", the first sword she ever had that she still keeps with herself, a longbow and a rapier.
Can wear Clothing, Armor, Hats, Circlets, Gloves, Bracelets.
Currently adorns an chain mail, a silver circlet, a pair of ordinary boots and a heavy bracelet.

Personality: Leyya is a silent and observer person which is almost always calm in her behavior, rarely allowing her feelings to get the best of her. With those rare friends and people that she trusts in she is more open, especially with her positive emotions, and usually is not to slow to speak up her mind about anything that bothers her. Her main drive for traveling is her never-ending curiosity and thirst for knowledge, coupled with the fact that she shows no wish to settle down in one place and live in peace.

Biography:
Leyya is the child of Meris Sormgele a villager of unmentioned and unnamed village on the eastern coast of Angara. Her father remains unknown since the two last years of her life, inside which Leyya was born, Meris was living somewhere in the mountains which are to become the Kolima Heights. It was one day that Meris came back to the village with a small, younger then 12 months child, in her arms and sick with a incurable disease. Two weeks later Meris died and Leyya, the name that child received from her dying mother, was given to care to Meris' older brother.
What followed was a childhood of being neglected and next to invisible since as her uncle held her at nothing more then a burden in the already harsh life of a farmer. While she was still not of any use she was kept isolated from her uncle's children and as soon as she was old enough she begun to help with at first house and then farm work, living a life only a step better then a servant only because that, at least technically, she was a free person. Her days were pretty peaceful, with lessons from a ex-Biblin town guard in using bows, spears and swords as well as in surviving of the land while on the move - hunting, tracking, herb gathering, making fire, maintaining weapons and armor.
But as Leyya was getting older she was being treated by her uncle with less kindness and with more cruelty, which was worsened with the passing of his wife, Leyya's aunt and the moving out of his oldest daughter which took the his remaining children whit her in the fear the her psychologically unstable father would hurt them. In the last year in her hometown the uncle begun to drink heavily and his behavior started to escalate quickly, with an intensification of both the severity and occurrence of violent outbursts. Finally it all culminated in at the day which marked Leyya's fourteenth birthday - the fourteenth anniversary of day that she was returned to the village - when her uncle, drunk like never before beat her so hard that she actually started to caught blood while repeating that as soon as she turns fifteen he will marry her away. Finally this ended when Leyya's uncle collapsed in a drunken sleep.
Not wasting time Leyya gathered the few things she had, took some food from the house, a brief stop to say farewells with her teacher, which also given her a sword to protect herself, and then out of the village, but not before stopping in the graveyard to also say goodbye from her mother and aunt. With no regret Leyya left her village and never returned.
From the time that Leyya left her village she traveled across the land, spending less then a few weeks only in a few places, like for example in one instance she spent two months as a part of a Champa pirate ship crew, in a disguise naturally. From Nihan to Tundaria Leyya traveled all the lands east and north from Gondowan finally deciding to visit Gondowan and then the western part of Weyard. With her never-ending lust for wandering and a spirit which never gives up in face of any challenge Leyya steps into Tolbi after crossing the Karagol Sea ...
