Physical Appearance:
Nettaiya is somewhat pale, with jagged ochre hair - eyes hidden behind dark glasses. He is of an average height and weight, and he lacks the muscles and training scars common amongst his peers. Nettaiya wears a perpetual grin of overconfidence, and he takes immense pride in his appearance - taking extra care to appear 'cool' in front of his peers. His posture is generally lax, though in times of stress Nettaiya becomes rigid and panicked.
Clothing/Accessories:
Nettaiya wears a bright red jacket alongside matching trousers - his arms dotted with wristbands and hastily tied ribbons. Nettaiya's jacket is covered in symbols and sewn-on badges in some ungrounded attempt to make himself stand out - his headband likewise slightly customised. A slender, silver chain hangs around Nettaiya's neck, carrying a small pendant that bears his clan logo. Nettaiya also wears dark-glasses, regardless of environment or time of day - the glasses seem to hold some significant value to the boy, though said value may be mere superficial fashion sense. In short, Nettaiya's clothing is based on appearance only - carrying no stealth or armour benefits.
Personality:
Nettaiya is the personification of arrogance - an outwardly shallow and foolish individual who thrives off of impressing others and sticking out from the crowd. Nettaiya constantly shows off without regard for the scenario, often overestimating his own abilities and swimming far from his depth to the point of drowning. Many of his peers view him with scorn - as a worthless ninja, lacking even a shred of intelligence. Other peers look up to him however, listening to his tall tales with wide eyes and mounting trust. Nettaiya often believes his own tales inadvertently, even going to far as to pick fights with stronger students in the hope of proving himself worthy. As such, there are very few adult ninja who see value in him - most have simply cast the boy off as a lost cause.
Beneath the rash exterior however, there exists another side to Nettaiya. When detached from the crowd, he becomes quiet and reflective - often amazing those around him with his drastic change in attitude. Some believe that his outward arrogance is merely a facade - that Nettaiya is capable of great things if guided towards them and supported along the way. Most cast this theory aside however, and take the boy at face value;

Nettaiya has shown skills in only one real avenue - though even his harshest opponents have no choice but to admit his ability. That avenue is dodging out of trouble - getting himself into a fix, then escaping without harm. This skill ranges from metaphorical, as Nettaiya wields his silver-tongue to appease foes, to physical - the dodging of shuriken and kunai.
Beyond this sly ability however, and beyond his actual jutsu, Nettaiya is unskilled in most things. He can barely throw shuriken of his own, his taijutsu skills are fleeting and his genjutsu abilities nonexistent.

Sweltering Night Jutsu - D Rank - Horse Seal -The user increases the heat of their environment, causing those around them to grow uncomfortable and disorientated. This ability can be used before attacking an enemy, as the user can slowly increase the temperature from a hidden location - making their surroundings unbearable and their enemy vulnerable. It requires very little chakra initially, though large amounts of time must dedicated to it in order to access higher temperatures.
Pressure Ocean Jutsu - D Rank - Tiger Seal - A Jutsu that rapidly devours the user's chakra in order to create pressure induced winds. This Jutsu is hopelessly inefficient as it uses so much chakra for precious little gain - though at an extremely high level it could be used to burn large groups of enemies in a single breeze. Nettaiya is not even close to reaching this level - at present, his best efforts can merely knock over foes at the cost of the majority of his chakra.
Pressure Panic Jutsu - C Rank - Dog, Tiger, Horse Seal - Allows the user to superheat small segments of air, the mounting pressure then causing the air to rush at the foe much like a compact cannon. The force of each shot is determined by the amount of chakra used, with weak shots merely winding foes and fully fledged bolts tearing through stone. The Jutsu can cause burns or even fatality if it strikes a vital organ when at full power.
