Anyway... now to assess the new app: Okay. Denied once more, because not only your character WILL die as a level 1 Pokemon, but your previous bio was longer, there's an awful lot of moves for a level 1 Drowzee (even if he is partially a ghost-type), and you cannot just make him a ghost-type Drowzee without even explaining it.
So anyway, since my earlier problem of imagination wasn't solved earlier, I still can't post IC. Are you really sure you want to reserve an entire floor for mission boards? That's pretty inefficient, even in the PMD world.

Anyway... denied. Because, technically, your character is EVERY Pokemon species permanently, even legendaries for goodness sake (which will just get worse, considering the character [REDACTED] is a [REDACTED]). This also probably copies move sets as well.
Bio is pretty short, and appearance is rather confusing (every colour = rainbow). Level is pretty low, despite the fact that your character can shapeshift into stronger Pokemon. Name also sounds generic, although that in itself should not be able to deny your app. There's also an inconsistency in your bio and differences section; it states in the bio that he could memorise lower-level Pokemon, whereas higher-level Pokemon are remembered in the differences section.
