Maybe the city is all a part of Abaddon's dark realm created as punishment for the heroes and villains. They strive, die, and revive every day simply for his pleasure.
Blame Kami, Abaddon and Esther could have gotten hooked up and then joined Kami on a noble quest to destroy the filth.

There's been several explosions, an electric madman with a god complex messing with the city's power source, a swarm of demonic locusts, but I have yet to hear a single police siren.

Eh, whatever. The symbiotes originate from space so there's no doubt they've been exposed to much more radiation, and powerful forms of it at that. Then there's also the fact that the demon locusts are draining and corrupting the energy of the power plant, lessening the radiation in the process.

Hoy, just a heads up, I'll be heading off to boxing for a while.
(Larger than normal. Also, they're not eating the power plant, per se, they're draining and corrupting its energy. Also, they're not literal insect locusts. They just have that form, so they're going to be rather tough to kill instantly.)
