Yep. A simple uneasy truce. However, Appolyon has to be careful. While he has more of a reputation than the other crime lords, his lack of subtelty means that he has to avoid the red tape a little. The government can't let a convoy of demons and soldiers trek through the city to hit a target. Mostly, he'd have to make it at least a little subtle.

I think that quite possibly, this dimensions Appolyon is a demon that felt like taking over Fear. From what I've seen, he's the only group the government would actively oppose. The threat of them bombing Appolyon's area should be what prevents him from just taking over Fear through brute force. The government can't afford to attack Appolyin, and Appolyon can't afford to expand his domain.

A for hire group that takes care of people's problems, for example a local gang wants to destroy their rivals, Fault would be hired to do this but instead of using brute force they set up small unrelated incidents that ultimately lead to the groups demise. It would look like bad luck or internal issues tore the gang apart. The group is divided into a hierarchy of a sort, at the bottom are extras (they follow the orders of the maestros), above them are the gatherers (they collect information about jobs among other things and find people who need Fault's 'assistance'), the Maestros are the planners (there are about 6 to 8 of them and they make the magic happen), Aisyle himself does whatever he wants.Aisyle got kidnapped..... *defiant glare* this won't last long so enjoy it while you can...
