Yep. A simple uneasy truce. However, Appolyon has to be careful. While he has more of a reputation than the other crime lords, his lack of subtelty means that he has to avoid the red tape a little. The government can't let a convoy of demons and soldiers trek through the city to hit a target. Mostly, he'd have to make it at least a little subtle.
Maybe he himself goes to scout the target area and sets up dark magic runes across it. When he gives the signal, they activate and form an entry gate from his sector to it, allowing the creatures and soldiers to enter without traveling a whole distance. Sound good?

I think that quite possibly, this dimensions Appolyon is a demon that felt like taking over Fear. From what I've seen, he's the only group the government would actively oppose. The threat of them bombing Appolyon's area should be what prevents him from just taking over Fear through brute force. The government can't afford to attack Appolyin, and Appolyon can't afford to expand his domain.
That's.... That's actually something I was looking for. I needed an explanation as to why Apollyon only stuck to a specific sector instead of expanding it. Thanks.
So then, after the two came to an agreement, the government decides to make Apollyon's area the trial and punishment area, and also the "screw you have fun dealing with tons of demons and soldiers overrunning your place" place to contact.
Abaddon and Fear Kami meeting will be interesting to see play out!

Apollyon held Abaddon over the pit of scorpion stingers.
"Well it's been fun beating myself up. Finally got to live that childhood dream of meeting the me from a different world, but that's as much as I'm going to let you wander through this place."
Abaddon stared at the writhing pit which was already filled with some people and even metas. Looked like fun. A thought suddenly occurred to him though. If this sector was entirely covered by the influence of Sheol, then couldn't he manipulate it to a degree as well? Stretching out a tendril, Abaddon tried to bend the pit to his will. Just as Apollyon was about to toss him in, at least one of the stingers lashed outwardly and stabbed Apollyon in the side.
"Agh!"
This gave Abaddon some time to tendril zip to a building not far away, where he was unfortunately met with some weird ass monster crawling on the wall. It screeched as it saw him, but was cut short as Abaddon grabbed it and literally ate it to speed up his healing processes.
"See ya 'Apollyon'!"
Apollyon watched as Abaddon zipped away, completely enraged that he had gotten away. That was something that didn't happen often.
"Eventually the other lords of Fear will catch him. Then they'll either deal with him themselves, or send him back to me..."

hmm.... A for hire group that takes care of people's problems, for example a local gang wants to destroy their rivals, Fault would be hired to do this but instead of using brute force they set up small unrelated incidents that ultimately lead to the groups demise. It would look like bad luck or internal issues tore the gang apart. The group is divided into a hierarchy of a sort, at the bottom are extras (they follow the orders of the maestros), above them are the gatherers (they collect information about jobs among other things and find people who need Fault's 'assistance'), the Maestros are the planners (there are about 6 to 8 of them and they make the magic happen), Aisyle himself does whatever he wants.Aisyle got kidnapped..... *defiant glare* this won't last long so enjoy it while you can...
I think that Apollyon's sector could be Fear's "jail" sector where punishments, tortures, and trials are carried out. Also the place to contact if you just want to utterly destroy a place head on, without subtleties and stuff.
Here in Fear, morality doesn't matter. Might makes right after all...
Fear reminds me a lot of the Infernal Tokyo from SMT IV, which is an alternate reality Tokyo ruled by the ideals of Chaos. Everyone fights each other for dominance, and the "kings" of certain areas don't attack each other simply because they already know of their power and respect them because of that.

Abaddon snarled as he dodged several tendril swipes from Apollyon, who apparently was being serious about throwing him into a torture pit filled with the tails of large, stinging scorpions.
"C'mon, is this how you treat all your guests?!" He asked as he lashed out a tendril of his own to strike Apollyon backwards. If Apollyon was his opposite from another dimension... then he seriously needed to lighten up.... Apollyon merely laughed.
"None enter this sector without being sent as an emissary from a rival lord, but then again, you seem to be neither challenger nor messenger."
Apollyon was growing tired of his double's quick movements and counters.
"You're from a different world, aren't you. It would explain those rifts in the air all around Fear.
"No shit!" Abaddon growled. "We pretty much have the same appearance save for your kingly, demonic saint getup, and the same name! Why are you bent on killing me then?!"
"Probably because that'd mean you have equal power to me, and thus you are a threat to my authority here."
Apollyon raised his tendrils as he glowed with a familiar aura. Suddenly, there was a sphere of demonic energy right behind Abaddon that pulled at his being, causing excruciating pain and soke debilitation. Abaddon fell to his knees.
"Ugh.... s-so... That's what that feels like. I feel sorry for Kami now, who was pretty much disseminated by the corrupted energy..."
Apollyon was suddenly in front of Abaddon as he sent a kick to his chest.
"Kami was disseminated by this energy?" Apollyon questioned. "Last I checked she was well and alive screwing with things here in Fear."
"She?"
"Oh right, different dimension dweller."

You've more or less been meeting Casual standards from what I remember seeing here, so don't worry. Casual requires at least one paragraph, and that usually isn't too hard to come up with.
