The difference between the star wars republic and the Shinobi republic is that the Shinobi republic doesn't act as a governing body over everything - each shinobi village still has control over their respective armies, so to speak, meaning they have to keep each other in check. The Star Wars Senate was, quite literally, one single nation. In truth, there is very little similarities between the two republics.

The only way I see this changing is if the republic shinobi nations all agreed to become one nation, so to speak, and choose one supreme leader, or supreme Kage. But until that happens, the critical fact each village is capable of thinking for and leading itself adds credibility.

EDIT: Or I might just have misread some of the backstory if any of that turns out to be wrong.

I'm imagining this republic as some kind of giant UN for Shinobi villages/factions/nations instead of one giant ruling political power.
Question: Is the land of Iron actively part of the republic or did they only host the meeting?
Yuuto had almost finished his tea when two women came into the shop. From what he could hear of their conversation, they seemed to be friends - and one of them seemed to have some sort of connection to the hokage. The other one seemed to be a new teacher for several students.

Well, at least some things were business as usual in Konoha.

Still cautious of the idea that they might also be sent to watch him - after all, he didn't know how ninjas worked and he was definitely abysmal, to say that least, at this whole idea of not drawing suspicion. The Katana by his side didn't help - he could easily claim he looted it from a battle of sorts and kept it around him for safety when travelling, but the trained eyes can see that he wears them much too naturally for that to be true.

A Kage meeting? Isn't that for Kage though? Or would the common ninjas be part of the dignitaries?
Yuuto was by now sitting in one of Konoha's tea-shops, his delight for tea rather dashed by the suspicious stares he had been getting from the ninjas of the village. His sword probably didn't help, but he still did intend on being a man who just wanted some tea. He had to admit, coming to Konoha now may not have been the best idea, but it was still a lot better than going there in the middle of a war.

Doing his best to avoid the glares of suspicion as well as the several ninjas who were no doubt keeping an eye on him, he continued to enjoy his tea.
