Are we allowed to app Original Characters made for a canon series? Like, say, an OC one made for the Toaru universe?

Wait what? I think I misunderstood something

I thought Alpha was groups that would only do the "right" thing always and be child-friendly at all times, while the Omega group would do anything they need to to accomplish their mission and that both groups were still fighting to accomplish the same goals.
