I'll explain what I mean. It's safe to say that a level 80 character with 300 Mastery (both current RP caps) worked as hard as humanly (or elvenly etc) possibly to get to that point, earning an average of 3.75 points per level. So the most a level 10 character who's doing everything possible to get Mastery could get would be 37.5, 20/75, 50/187.5 and 80/300. So the lowest level a character could unlock Tier 2 would be 27?

Right, so... I know they level separately but for comparison, roughly what Mastery level would a character have at levels 10, 25, 50 and 80? That would give us a good baseline to work with.

Unlike Tadasu's scrawny real life body, Hjalmar is broad-shouldered, tall and almost comically over-muscled. His dark hair falls down uncontrolled, except for a braided ponytail. He also had a thick, beasty beard connecting his shaggy sideburns.

Bladedancer (Tier 2)
The Bladedancer is a master of speed and ferocity, dancing through the enemy with dual blades, hacking and slashing as he goes. The class focuses on crowd control and DPSing in raids, with a high damage, low threat melee build. Unlike other classes, the Bladedancer's skills mainly buff the auto-attack, granting extra speed and crit chance the longer the player fights; it's few activated attacks tend to be leaps and AOE strikes.

The basics of Bladedancing; making one strike flow naturally into another and avoiding the enemy's ire.

Unrelenting Assault [Passive]
Increases auto-attack speed by 10% on a successful melee attack. Stacks up to 10 times, effectively doubling attack speed in protracted battles. Each successful enemy strike on the Bladedancer removes one charge. A successful stun removes all charges.

Leaping Strike [Active]
Leaps to designated target, delivering a moderately powerful attack with a small chance of stunning. Short cooldown.

Mirage [Passive]
Reduces threat generation by 40%.

Tier 2
The Bladedaner learns to strike where the enemy is weakest and how to tackle groups.

Speed and Precision [Passive]
Increases crit chance by 10% of total current bonus to attack speed (e.g. if attack speed is currently increased by 100%, crit chance is increased by 10%)

Whirlwind [Active]
Basic AOE attack, hits all targets within three metres for moderate damage. Average cooldown.

Two disciplines lie open to the Bladedancer; the Duellist is a master of speed and elegance, stringing together attacks at a blinding speed and the Mauler is a brute of a fighter, striking multiple foes with each swing.

Netting and Trapping [Passive]
Allows use of nets and crab traps in any body of water, allowing the player to catch eels, crustaceans and sometimes hidden treasure.

Fishing Boat [Active]
Creates a one-man boat with moderate hitpoints that can be used to fish in deeper waters. Lasts four hours.

Trophy Fish [Passive]
Increases the likelihood of catching rare fish.

Allows the player to equip the most powerful fishing tools, harpoons and harpoon guns.

Trawler [Active]
Creates a boat large enough for a full party to ride with high hitpoints. Allows the player to use Trawling Nets while active, allowing wholesale harvesting of low value fish.

Personality
Relaxed, easy going and lazy are the best ways to describe Tadasu. In the real world he never put much effort into anything, focusing instead on the development of his online persona Hjalmar. Hjalmar is everything that Tadasu is minus lazy; he is outgoing and friendly, if a tad cynical, and roleplays his part as the honourable Viking in a not completely serious manner. He is however fanatically loyal to those he trusts, often to the point of being overprotective or worryingly willing to dirty his hands for them. It is rare to find Hjalmar without a horn of mead or flagon of ale in his hand.

History
In his glory days Fukugawa Tadasu was a member of the JSDF, serving as an infantryman in an army that didn't do war. Instead he found that the majority of his service was spent partaking in international drills and it was on one such training mission that he found himself serving alongside a body of men who would have a deep and perhaps damaging impact on his life and liver. A PMC of mixed Scandinavians, they were known for their professionalism, archaic approach to honour and excessive approach to alcohol. A year later Tadasu left the JSDF deeply influenced by these drunken warriors and vowed to travel to Denmark to join up; unfortunately, a few months later he awoke in an odd place, vaguely reminiscent of a game he had dabbled in... Since then he has fully adapted to his new environment, dropping as much of his Japanese habits as possible for those of a stereotypic Viking warrior. Still, his character wasn't particularly powerful, so he spent much of his time displaying the other side of a Norseman in the nearest tavern...

I think the tier system works, but the stats may be a tad much; even if they're mainly fluff they can be a bit overbearing. Having two CSs sounds like a good idea, maybe remove the stat system and simplify the tiers for the basic CS.
It just seems like a lot of math that's going to be ignored once we start writing.
