If he is going to act like a child he needs to be treated like one. Don't even give him a chance to yell and fight, just take his stuff, tell him he won't get it back until he does his chores then walk away.
I understand that he is your brother, I myself have a younger sister who I love. But that is just unacceptable.

Also confiscate all your brothers games and game devises and disconnect any t.v or PC in the house until he does his chores, No talking it out, no letting him try to talk you into getting it back, No arguing. just lock it all away somewhere, tell him to do his chores and leave him to do it and don't give it back until his chores are done.
Or threaten to delete one or some of his saved games

Rachel managed to make her way towards the meeting hall of the castle, still looking rather pissed off as she had her arms crossed and her gaze was gearing towards the ground, not caring whom she passed on the way to get there or who was already in side the meeting hall,

Rachel: Please, like you know what it is lie to be half demon being injected with holy magic, and angel blood? Don't you mean demon AND angel blood since I'm half way in between? If you are going to make a threat at least make it sound convincing and get your facts straight first. That just sounded like a halfass threat.
