Personality: To be called a Machiavellian would be a well-put word to describe Victor: cold and without empathy, willing to deceive and cheat his way on top. Lying comes naturally to him and he is regarded as only rarely speaking the truth; at most half-truths. A connoisseur of information, Victor makes it a personal goal to learn everything he can about anyone.
There is a deep distinction between Victor and Jericho: paranoid to a fault, Victor ensures that his identity as one of the top information brokers remains a secret, and makes great differences in the personality of the two.
Victor holds up a friendly and kind, grandfatherly like persona in public; showing great kindness to children and to animals. However this is only a mask to hide his true nature. Though self-described as a predator, Victor denies the accusation of being a monster; viewing his own business as simply his way of living.
Proper and formal,Victor holds refinery in high regard; wearing a variety of suits and formal wear, as well as living in high sophistication.

History: Victor was born and raised in a low middle-class lifestyle in District 10, his parents making enough money to scrape by. Victor grew up resenting his father, believing him to be weak and incapable of supporting his family; a philosophy he kept on being fed by his equally-resentful mother.
Victor decided he would become better than his father and began to apply himself in his academia, honing his skills in charisma, diplomacy, and information gathering to earn multiple scholarships to attend university in Zone Alpha.
He grew up making top marks in school, deciding on becoming a diplomat for Zone Alpha to speak to representatives of Zone Beta. After working at his job for close to 30 years, Victor found himself adopting misanthropic tendencies, hating both the people he worked for and the people he was sent to speak to. He adopted a philosophy that everyone was corrupt and decided to take matters into his own hands.
Entering the offices of the Zone Alpha Administration, he downloaded as much information that he could access from the databases and fled; forming his own information organization under the moniker of Jericho.
