Jack wasnt sure if he wanted to kill Ianto. But he was angry and had done that to teach him a lesson. He looked at Ianto before he walked off and went to go and calm down.

Jack shot him , but not in a way that would kill him. He just got him in the leg. He seemed to just because he was angry and Iantos whining wasnt making it any easier.
