Earlier in the war, the Ottoman Empire stated that it would remain neutral, and put into effect a series of policies that were made public. Two such policies, that of blood being spilt on Ottoman soil, and of the cease-fire zone within the eastern Aegean Sea, have been blatantly disregarded by the Russian High Command with no explanation nor apology given. Therefore, it is to my deepest regret that the Ottoman Empire must end its period of neutrality.

The Ottoman Empire hereby declares that it is in a state of war with the Empire of Russia.

Less than three years since the last bloody conflict in the Balkans, and already another war looms. The Turkish-Bulgarian war of 1911 was costly for the Ottoman Empire, and it is the desire of the Porte to avoid any such bloodshed on Ottoman soil. However, unfortunately, such desire is unlikely to be fulfilled, due to the closeness of the war and the history of Ottoman influence in the region. Also, diplomatic ties link the Ottoman Empire with both sides of the conflict. Therefore, the Ottoman Empire will at this time not be taking a stance on the war in the Balkans. Until such time as Ottoman neutrality is ended, the following policies will be put into effect:

1) The Ottoman Empire will not tolerate any fighting on Ottoman soil, and all non Ottoman troops are forbidden from entering Ottoman territory, with the exception of relevant troops within suzerains of the Ottoman Empire, such as British troops within Egypt.

2) A cease-fire zone is in place within the north-eastern corner of the Aegean Sea, the southern and south-western edge of the Black Sea, and within the Turkish Straits and the Sea of Marmara. Military and civilian vessels are still allowed to travel through the Turkish Straits as per peacetime laws, but there is to be no fighting between hostile vessels within the cease-fire zone.

3) Military vessels of hostile nations are forbidden from remaining inside of an Ottoman port for longer than 24 hours, and crew members or passengers on said vessels must remain within the borders of said port.

4) Unless sufficient reason is given, any breach of the above policies will be considered an act of war, and will be dealt with as such.

Name: Asante People's Republic (APR), formerly Asanasfeer.
Demonym: Asante.
Description: Colonized by the Netherlands in 1662 as part of the Dutch West Indies, the Asante People's Republic (then called Asanasfeer), gained independence in 1952. Asanasfeer was a democracy. However, there were allegations of corruption and nepotism within the system and in 1954, with the aid of Latin American revolutionaries and speculated aid from the USSR, the government was overthrown in a socialist uprising and a communist government was put in its place. Premier Rihairo Martina has been First Secretary of the Asante Communist Party and leader of the newly renamed Asante People's Republic ever since.
Government: Communist.
Head of State: Premier Rihairo Martina.
National Religion: State-sponsored atheism, although freedom of religion is still allowed. Still a large Roman Catholic majority, although some african religions are still practiced, as well as a small but influential Jewish community on the island.
Population: 3.1M.
Geography: The west coast is dominated by craggy cliffs and mountains, where most of the island's mining takes place. The east coast is more hospitable, with beaches, inlets, and calm water. There are large flat plains on the island, where most plantations are located.
Demographics: 39% European (mostly Dutch descent), 50% Afro-Caribbean, 8% Latin American, 3% Other.
Languages: Dutch, Papiamentu.
Notable Locations: Sabastad, the capital city, with a population of 852 000.
Zilverhaven, the second largest city and major port, population 428 000.
Westermijn, the major mining sector of the island.

Abundant Food Resources: Fruits, Vegetables and Grains, Sugar Cane, Coffee
Abundant Non-Food Agricultural Resources: Tobacco (prime cigar leaf), Cotton

Army: Medium Army, well-equipped with US or USSR advisors giving advice that sound a lot like orders.
Navy: Coast Guard, decently equipped with fast cutters, capable in a customs/law enforcement role.
Air Force: Small and antiquated with old surplus aircraft.
