Because there's only two Storm Release jutsu's, I'm going to to take a few creative liberties with how this chakra nature works. Since the wiki states that Storm Release is 'electricity which flow like water', I'm going to be working off of thatSince he doesn't carry any kind of weapon, I'm not sure what to put under 'Backpack, stocked with supplies'. What do you think of the rest?

I got a few pointers. First off, I don't really know the whole ordeal with Storm release as I only saw it in the anime a few times and not much was explained about it so I used the wiki and you were right.. creative liberties were in place here haha. So the fact that notable users were Kumogakure shinobi (which were unrelated by blood) means that it's possible that your clan died out and other people wanting to join could have this release and have the jutsu for it because apparently anyone can have this release as long as they meet certain unknown prerequisites.

That aside you messed up the URLs for the jutsu. Don't worry I did that a million times, just put [url= before what you have right now.
As for the techniques being D rank... I can see that. But that also means that they likely won't be as powerful as when someone who is much stronger than him would use him. For instance the water bullet would be less powerful than what powerful characters have shown in the anime. Not really a problem but keep that in mind. Imagine the difference between a raikiri from Kakashi, and then imagine it from a young Sasuke. The difference would be pretty big.

Well as for the backpack, kunai and shuriken are counted under basic tools and amenities so basically you don't have to put them there. If you feel it's too empty you could put them there. If you don't want him to have any weapons whatsoever save kunai, shuriken and explosive tags etc (basic stuff) then just remove it like you did. Nothing to worry about.

All in all it's a good, solid character.

That's fine, and it's appreciated that you did. It's a sort of general thing, like if everyone has storm release, it won't be much fun, but mostly this problem is usually with Sharingan. I'm gonna sleep now, finish my genin tomorrow.

.. if you can make it work? Heck yeah! Why not? Reasonable use of his powers and skill with the release is more important than the actual release itself in general, unless the release is so broken that we just say no outright no matter how well it's written. Just keep in mind that he'll probably be a genin and therfore not spew out laserbeams from his mouth every times he opens it :P

Known history and secrets: Sayuri was born in Amegakure, daughter of a famed flower merchant lady, her father a shinobi who was not well known but not a total nobody either. Early on she started her dream to become a shinobi, quickly rising through the ranks and becoming a jonin at a mere 16. Five years down that line and she was already one of the amekages most trusted jonin. The years before this had been mostly uneventful. As a result of this all she was sent to Yukigakure as an envoy to serve as the Yukikage's assistant due to the specific situation that this village was in. As a result of the civil war that had been brewing there for a while, the kage could not pick an assistant that was satisfactory to all the parties involved. Therefore help from Amegakure was requested, and Amegakure supplied them with Sayuri.

Sayuri is well known among Yukigakure because of this - she is after all a quite strong shinobi. And that aside, for most of the shinobi and townspeople of Yukigakure the outside world is rather exotic and rain is new to them. And to imagine a village hidden in the rain, it is quite amazing for them. Sayuri however isn't a fan of all the attention she has received and had hoped for a more quiet entrance into the village and to be accepted as one of their own. She likes to be a symbol.. however not for a reason that has nothing to do with the values of shinobi all over the world.
Personality: Sayuri is a silent type - she doesn't like speaking much. However, due to her position as assistant and being quite the figure in this village she is forced daily to talk to people, much to her dislike. Besides that, she generally just talks about the job she is doing and that mainly is bringing papers back and forth, which is again much to her dislike. In order to get a break from this she has recently filled in an application to the kage in order for her to get a team assigned to her.

She is a person that likes to get the job done. Standing around waiting for god knows what isn't her idea of a nice day. She prefers to go out and do the task assigned to her, and if you give her a task you can guarantee she will do it or die before she completes it. She would sooner go down fighting than to run like a coward, however this isn't to say she blindly charges into every fight - if she knows she wouldn't win regardless she would consider trying to escape but will make sure to do it while doing as much damage as she can.
Clan: Amaya clan.
Dreams and aspirations: To become a symbol for shinobi and kunoichi all over the world, to protect and serve Yukigakure and Amegakure as best as she can and to always do what she thinks is right.
General strengths: Poisons, marksmanship with senbon, nintaijutsu, very steadfast and stubborn, hides true intentions well.
General weaknesses: Sometimes can be too stubborn, susceptible to genjutsu, her kenjutsu and general ninjutsu use is just average, too prideful for her own good.

Description: The user sends a large amount of chakra to a direction, disrupting the air flow using the chakra nature. Using the disruption, the user can force the weather to become very windy, and with correct conditions in the environment can even make it blow so hard that you'll have to hold onto something to be able to stand. Other possible side effects from the environment (blizzards, rain storms) possible. Besides that, rather harmless technique used to create more favorable situations.
Weakness: Other wind techniques could easily disrupt the air flow, stopping the storm easily. The technique on it's own doesn't do any damage, and needs specific situations to be able to change anything to the favor of the user.

Name: Wind Release: Heavy Blow Technique

Description: Using the creation of small wind pockets behind the users arms, the user can increase the speed of their attacks and thus, increase the damage done when hits connect. There's nothing special to this trick, really.
Weakness: by using another wind technique, the airflow can be disrupted. That aside, simply avoiding the attack will account to wasted chakra on the users side.

Discription: The Dai Senbon is a senbon, except it's very large. It's large enough that it fits on the users' back, acting as a sword. In essence, the Dai Senbon is a huge senbon-shaped sword. At the bottom there is a large handle wrapped with linens, where the user can hold it. This part is thinner than the senbon itself.

Discription: Senbon are large needles, thrown or used to stab an opponent (though generally thrown). Users can apply poison, which is exactly what Sayuri does, as she is quite the poison expert.

Name: Poison pouch
Appearance:
Discription: This pouch is outfitted with multiple inkwells, carefully put into padded areas in the pouch to avoid spilling or breaking. While this pouch is usually not carried into battle and used at home, rather, it can be used in battle to quickly poison a blade or senbon. Sayuri's pouch holds multiple deadly poisons, some more capable than others.

Name: Purple Ivy's Sap
Appearance: a small vial, filled with a purple type of juice. It's inside the poison pouch.
Discription: Purple Ivy's Sap is a poison that, when ejected into the bloodstream through means of senbon or a cut with a blade, will slowly make it's way through the body at first, undetectable untill it's too late. The main effect of this poison is a feeling of drowsiness or sleepiness. Shinobi will fight through this, but it will most likely hinder their vision and reaction speed. Poison effects last for about five minutes.

Name: Red Dragonflower Pulp
Appearance: a small vial, filled with a red, mushy pulp. It's inside the poison pouch.
Discription: Red Dragonflower Pulp is a pulp made from ground Red Dragonflower and several common herbs found in most kitchens. The Dragonflower is the rare and most potent part of this poison. It's also injected into the bloodstream, but has the effect of paralysis depending on how much of the body is infected by the pulp. This is dependant on both the amount used and the availability of a medical nin, which can easily stop this poison. If not stopped, it will make it's way through the body of the attacked person. At full potential (all of the vial) this poison can even stop the heart of the victim, killing him. Highly unlikely however that you use up a full vial as the Red Dragonflower is hard to obtain.

Name: Blinding Bolete Extract
Appearance: a small vial, filled with a black juice. It's inside the poison pouch.
Discription: Blinding Bolete Extract is extracted from the commonplace Black Bolete. While it is commonplace, it's also a matter of extreme care. If you cut the wrong area of the bolete, it will secrete gasses rendering the rest of the bolete unusable. And unluckily enough this happens on 9 out of 10 boletes. The extract, if extracted successfully, will be able to blind the person infected with it for life if treatment doesn't come within a day. The effects settle in slowly, ending with permanent full blindness if the victim isn't helped by a medical nin at the end of the day. Treatment is simple, unless the permanent effects have settled in, in which case it's irreversible.

We could travel east as hirelings to the Russians, who would then send us to fight the Mongols? Rather unrealistic, and if we want to we could add some unknown aspects to them and change the way they are so they would be a bit more mythical?
