Alright, so if I want to interact with the Storm Warden Watch Captain Caeden in my IC post, what do I need to roll?

Why would I make a toughness check? Medicae is a trained-only Intelligence skill. If I am not trained in it, I simply cannot attempt the check at all. I don't understand where Toughness would come into play.

Edit: Disregard. #4. Skill Test: Medicae (only roll if you are trained) <---- Found my answer, right there. Next time I will read just a little bit ahead before I ask a question that has already been answered. SMH. lol
So, we are all being allowed a medicae check even if we don't have it as a trained skill right - since Medicae is an "advanced skill" and normally could not even be attempted if not trained in it - ?

I am just glad to help. The vast majority of the rules written in the CRB are spot rules or in heavy need of ... interpretation. Sadly (luckily?) I have spent a lot of time doing just that.

They should still get it. Unnatural toughness and strength (x2) are TRAITS that are the result of their genetic/biological enhancements that occurred during the process of becoming space marines. The only thing power armor affects is a +20 bonus to strength and when in it you treat movement speed as though it were 1 step higher.

Marines (or any creature with an unnatural trait) would still benefit from their unnatural traits regardless of what they are wearing.

And my vote for best IC introductory post goes to Harbringer. It was wonderfully written and executed very well. I thought it was especially cool that he didn't go the traditional combat-mission intro and instead more lore-oriented Dark Angels fluff. Really, really good stuff. Not only that, it really showed where his PCs loyalties and focus are going to be during gameplay.
