Mimsy's plate-armor was not enough as the cross-bolt actually and successfully pierced through Mimsy's armor. "...Boss..." He then fell down face first onto the street, with a loud clang and thud.

Ferris raised an eyebrow at Tirarian, "Well, I suppose I don't need my shortsword then. Good thing it went through the armor." Elric peered up at Tirarian, "Well, I still can breath, and... From last night, I feel that the ribs were injured more due to this." He breathed in and began wheezing, "Yes, confirmed that...And I most likely have a bruise somewhere on the top of my skull. At least I'm still intact."

Ferris glanced at Elric and Tirarian, "Right well, I'll go tell the Captain to expect a strange sort of thug then." He gave a nod as he headed northwards.

Correct. If they show an aptitude for espionage they are taken by the State and educated to be spies. Alongside receiving a nice healthy dose of Patriotic Propaganda. Which is common to all under the Empire.

A spy. Ok. But I'm not sure about his history. I don't know how then people under the empire are treated and such. And if they are as organized as I believe then I'm sure they would want certain races as certain roles.

They are the EVIIIIIL EMPIRE! What do you think about how they are treated?
Well if they fulfill their purpose, and obey the laws. Merciless to those who are not useful to the State.
For a 'Spy Caste', they would want educated individuals, and ones who are naturally mobile, in order to best get to the destination and fulfill the purpose.
So Gnomes, Halflings, and Elves would be the members of the Spy Caste, due to natural advantages in mobility and they are all civilized individuals. And of course Humans, because Humans are the most common race and blend in most everywhere.

Oh easily. But, as the Empire is actively going to War and has conquered the Rostguard Port City already, he wouldn't be needed for a distraction for that.
(I've got some Background Scenes to do as you can tell... But I view the scenes with the PCs much more important)
Possibly the kidnapping of Elric... and their plans with him, they could use a distraction.

Possibly spy-work.

Many other opportunities for EVIL besides the EVIL EMPIRE. But as the EVIL EMPIRE IS EVIL, they do have a lot of EVIL Roles and Opportunities for hire.

But ah, rambling on that.

If Elric was a villain, that would be the sort he'd be. Well more political what as an Information Broker in Estermere Underground. ... You hear a lot from Shaves and Surgeries.

But yes, I get what you mean, someone who is more of a threat due to manipulations they pull to get people to act and dance on the strings they have made.

PLENTY OF WAYS TO DO THAT.
... Also -eventually- a Buddy Cop film will be made with Randolf and Ark. They have the Clashing Character Dynamic needed for the Film.

Alright. We can discuss this. There are many sorts of Villains.

Some are more Action Orientated.
Others are Politically Orientated. Etc.

Some have Large Goals, others have Relatively Small Goals.

Etc.

Besides we have a Gnoll Raider, a Necromancer, Underworld Thug and a Knight who executes people. We're fine with villains. *smirk* eheheh
