Alright, it's pretty hard to judge based off a number, but easy enough to change :)
Level 0s don't have much power or affect on the body. The only real Level 0 power that we've seen is Tsuchimikado and his Auto-Rebirth which allowed him to heal his body little by little by stringing tiny blood vessels together.
Level 1s, well, we don't have much to go on for them. Uiharu has the power to maintain the temperature of an object by touching it. An example in "The Barrier between Level 3 and Level 4" gives us an example of a Level 1-2 power being something of strength that can bend a spoon so it isn't very useful in everyday life.
Level 3s give us the Sisters Radio Noise which allows them to breakdown the atmosphere or unlock electric locks. A Level 3s power makes it 'convenient for everyday life' but cannot be used in combat.
Level 4s (Kuroko's Teleportation, Kongou Mitsuko's Aero Hand, Musujime Awaki's Move Point). They have abilities that would be extremely useful for an army, and therefore open combat.
Level 5s (Accelerator, Mikoto, Misaki, etc.) have abilities that would allow them to take on an army. Hope this sheds some light on it.
