They are still Covenant. A rose by any other name is still a rose.

Although Jul 'Mdama's Covenant faction is generally recognized as a continuation of the original Covenant, and indeed is generally identified as "the Covenant",[1][2] its members are identified as terrorists by the UNSC[3] and the organization itself is regarded as closer to a religious cult as opposed to the full-fledged empire of the original Covenant.[4]
