They are coming in by the truck loads. They are riding on top of trains and jumping over the fences on the border.
It may be harder than Syriak/Iraqian border but it still extremely easy to do.
The vast majority of taxes comes from guys like him. So if it wasn't for all the taxes he and the other rich people pay the poor would get less than diddly squat.

Appearance: A man of style
Personality: He is a typical gentleman of the time. He is kind, respectful, and generous towards women, showing signs of great maturity, especially since his days with the Marines. He bears a past filled with crime and bad actions that he hopes to redeem himself of. He is intolerant of nonsense and is at all times serious. A very notable character trait of his is his cynicism. His poor upbringing as well as his time in the Marines resulted in his cynical view on life. However, despite this, he has maintained his sanity, and is a good person at heart.
Bio: Donald was an orphan who was abused in just about every way possible. He joined the US Marine in 1903 and was promptly sent to protect American interests & lives in Panama during and following Panama's revolution for independence from Colombia over construction of the Isthmian Canal. His commanding officer was corrupt, he corrupted others with him. Donald begrudgingly went along with their corruption, their murders, when they kidnapped several women to be their consorts he could no longer go abide their evil. He turned them in and helped hunt them down. He was seen as a traitor by many of his comrades, he was all but forced to retire when his contract was up. He joined the US Marshal Services upon his arrival back to the States, he was stationed in the west.
