Magic is coming back into the world and some people with magic or powers can detect dragon eggs. Also, just pure luck sometimes.

No it's fine! The Black Riders are rebelling because they feel like they have a closer match to the Monarchy than the Royal Family. People are finding dragon eggs that have been lost for centuries. The dragon eggs don't fall from the sky; they've been hidden for thousands of years.
Any questions? It helps develop the concept of the idea.... for me anyways.
