I guess I'll go with whoever wants a far eastern elemental warrior monk and is offering the best benefits. Lol. Not sure who my second hero is gonna be though. Maybe his brother or something.
Realistically, it shouldn't be that difficult for a province to outfit two men with the best weapons and gear, even if they do break them every fight. I wouldn't think outfitting would be much of an issue.
In my experience, it's not really that different from a normal CS except that you add (or expand more on) the powers/abilities/equipment sections.
I guess my next question then would be if Oriens could be made playable in the beginning. As it stands, your description states they won't be playable.
The limit on how fast you can throw a punch is placed on the character by their own physical condition. Being able to throw a punch so fast that it strikes with 6 tons of force wouldn't do you much good if your arm shatters from the impact. Not to mention that anything in the super-human range would have to count as a power or ability and would be looked at as such.
180 is the limit for constant movement speed of a character (ie, when they're running a marathon), but I'd assume strike speed can be considerably higher (even I can swing my arm faster than I can run). I think the problem with the lightning dash is that its only limitation is the 100 meter distance. My character's teleporting is along similar lines, but in order to get it approved it has very finite and well-defined constraints regarding distance, energy consumption, and cooldown time. I can't use it over and over post after post to land blow after unavoidable blow.

Or at least I think that's how it works.
