Two bullis max is per raid, not season. We could raise it to 3 though.

The Vikings didn't normally raid broke villages exactly for this reason. Monasteries were the target, and in this case low level manors fill that role. 100 guys burn down a level 0 manor and make off with 1000 bullis. Raiding farmland I see as a means to pay upkeep for an army already raised.
Upkeep is seasonal. There are 90 days to a season. You could raid more than once, you know.

Not actually accurate. That is a severe underestimation.

We are all familiar with K=1/2 MV^2, however that is only an extremely accurate approximation at low speed. The actual equation is K=(mc^2/(1-(V^2/c^2))^0.5)-mc^2. The first term calculates the total energy and the second calculates rest mass. Subtract rest mass from total energy, you get the energy of motion.

Firing at the speed of light would require infinite energy, and firing over is similarly impossible.
Now you have something else to fix :)
I would simply make each fief function like a bank. Only half of its taxes can be pulled out total. You can raid as much as you want until that happens. A 100 minomum is reasonable.
For ease of arithmetic, how about 2 bullis per soldier when raiding farmland to a max of a quarter of the population?
