I'm talking 10-15 feet, I don't think it'll penetrate. But, this is, again, my perception

It absolutely will. The arrow is fastest as it finishes its launch.

Maybe it would deflect a stone from a sling, but javelins and arrows deliver enough impact that it is hard to deflect them without getting hurt, with medieval technology.

Stab an ice pick as hard as you can against an angled piece of metal. Then use a hammer. The ice pick catches an angle and glances. The hammer smashes.

Short range, bows would not penetrate leather, more than likely.

Law of conservation of energy. The arrow is going fastest at close range, before air resistance works on it.

Most missile weapons are effective against armour types. Even if they don't penetrate, your liable to break the person's ribs, and it's real hard to swing a sword with broken ribs.

Not sure I buy that. Armor deflected more often than stopped.
Could we have in broad terms which missile weapons are effective against which armor types?
Right now, if everyone could please send me a PM with the amount of troops they have raised, that would be dandy.

Cool if I'd rather not?

~With the surplus of naval mines and now that no serious naval force can oppose NATO in any way in an offensive manner, the UK government quietly sells a substantial number of those and obsolete aircraft to the Republic of China so that they may hold the isles of Hainan and Formosa against the communists in revenge for the Amethyst incident of yesteryear.
~Tibetan fighters to be secretly trained and advised by British Gurkhas in Nepal, the masters of mountain warfare. Various small-arms, landmines and other weapons sent as well via MI6.
