Not so, actually. Rockets have no recoil because their forward momentum is countered by the backblast.
Half the sheets aren't done, so I don't think there's any harm in waiting a day or two.
It was always my impression that fixed wing aircraft were stylistically off limits for steampunk.
Issue with steam engines on airships is that it requires two very large engines (I assume Elan can't just be set fire to). So if you want a cheap thing that costs little Elan, can't go wrong with the Resian Rocket Barge™.

So I did some insane maths (literal rocket science) and found out how to make airships cost effective. PROBLEM: Firing regular guns produces CRAZY recoil, and regular naval guns are incredibly heavy and big. So, as a solution, I present the most steampunk thing ever. SOLUTION: The Resian Rocket Barge™! A small, essentially unarmored (armor above small arms/flak levels in the magazines and on the balloons) ship that is for air to ground operations. Somewhat accurate Hale rockets fired at 8000 feet can go approx 10 km and since your target is an army, the accuracy doesn't matter. There is no recoil and many more rockets can be carried than shells.
I would be interested in a Christianity analogue. Maybe everyone who wants one could get in a group PM and hash it out?
Actually, I don't. Many artillery pieces can reach 8000 feet like nothing. Which again raises the question of the military utility of airships. They can't go very fast, and they're really big targets. I want them to be useful, but can't figure out a role for them. Floating artillery platforms far away from the front?
Navy is complete. Need Elan altitude information before I can touch the air force.
