I'd be interested in the MerryMaker, he's the leader of a Joker idolizing cult, so that falls into perfection if this takes place after Joker's death

It all happened rather quickly, the hordes were cornering them, undead arms outstretched to feast upon their meals. Several of those in the car decided to bail, Armor was out of the truck, 'Save Me' was running behind him, as were a couple others.
So James took a moment and looked over his Walther PPS. He had eight rounds left, he sighed thinking to be foolish to make a stand and looked at the others who had yet to leave, " Follow the leader," he told them jokingly and grabbed his pack before running in the direction of the small park where the others were going, and where several stragglers of the northern herde had deviated.
He climbed atop a small playground for a better vantage point, noting the hordes couldn't do much else but shuffle awkwardly. Firing his weapon at a nearby member of the undead, James decided to picket his weapon, and yelled out for those outside of the car, "go to the buildings!" He said, pointing to the ones a block over, particylularly one that seemed a little extra barricaded, called Modell's Sporting Goods.

I apologize for the lack of posting, I've not been feeling (primarily indigestion on a cosmic scale), helping my dad build a Porsche, and working. I promise to have something soon though.
I have a question, would it be OK if I had Billy be put into a coma around Year 1, and wake up around Year 4? Its not exactly a cop out as Iwas thinking of degrading Fawcett city from it's Metropolis-y views in the comics, to a Detroit feel, where crime isn't at the point of Gotham yet, but soon will be, and city funding is extremely low. Then comes Captain Marvel, the Man of Yesterday.

If you are running a character that is not from this universes canon reality/dimension, then yes it will be denied. When I said I'd look at Ultraman as a CS I expected you to understand the rules and revise the character to fit the setting and rules. If you thought my comment was acceptance to make an Earth-3 or such character than I'm sorry, but that is not what I meant.
I am revising the character, he was born in Anti-Krypton, but beyond that he is completely in Prime Earth
So wait, you said you'd look at Ultraman, now your saying he's completely off the table?
