There are going to be electronics unaffected, probably more than you think. Many older ones are going to work, especially if you go back far enough for vacuum tubes. However, even modern electronics are going to have some survivors from being lucky. They could be protected by terrain features or inadvertent Faraday cages, for example. EMP is never a 100% kill, but it'll bag the majority.
