Kami has near complete control of the movement of goods in the city. She controls whether shop owners recieve their wares. She's achieved this by taking over much of the trading areas through violence, intrigue, assassination, and bribery. She doesn't have anything like Appolyon's soldiers and fearful reputation as a monster, but she pretty much controls the economy in Fear. This is why none of the other gangs mess with her.
