Hollow points have a hollow point. This means that the points flatten on impact, and cause massive shockwaves. They rip larger holes than normal bullets, with increased chance of seriously and permanently maiming people. And Lord Justice made them legal ages ago.

It's all-out war. ALL the factions are fighting. However, the Enclave has more intrigue, and less direct face-to-face action. I'll set him as standing either with the humans on the surface, or against them.

Makes sense. Lord Justice does not tolerate the use of Magic in the Enclave, although the Surface Resistance will resort to any means necessary.

Make her a powerful spirit, and it's fine by me. Instead of a yokai-loving human, a human-loving spirit. Levels of magic such as what she possesses are simply out-of-bounds for humans, and as an immortal being (is use the term loosely), it fits that she would be inhuman.
