A surprisingly athletic and good looking self-admitted light novel fan of Japanese origin, Mizuki is 172cm (5'7.7") high and weighs 59kg (130lb) and is somewhat thin and muscular, making him somewhat taller and lighter than average 15 years old boys of his race and height. He sometimes wears a red-framed glass, although it is not required for his eyesight. His hair is short-cut and is jet black, coupled to eyebrows of the same color and sharp purple eyes.

In front of the girls he is attracted to, Mizuki seems to be unable to do anything without sounding like he is attempting to seduce the girl in one way or another, even in fights. However, his actions change somewhat dramatically if he is not near any girls, as in rejecting those who he does not trust. Despite the fact, he is always an active person even if he is near someone whom he doesn't trust.

Personality:
Most people's first impression on Mizuki would differ depending on the gender of the person who sees him.
For most girls, they'd see him as a very flirty person considering his behavior, which involves actively attempting to seduce the person he is talking to, hoping he could gain a harem around him just like in light novels he reads.
For all boys, they'd see him as a very repulsive guy unlike how he would act in front of girls, as he doesn't trust boys from events that happened in his life, some of them involving bullying.
However, some boys who managed to interact with him for a long enough time despite his attempts to reject them would see his brighter side, which tries to bring smiles to the boy who he trusts, mostly like how he would interact with girls without any romantic feelings whatsoever.

However, Mizuki is always an active person, regardless of the fact if he can trust the people around him, always moving his body when the situation is appropriate. What Mizuki definitely hates is bullying; He ended up acting this way because most bullies seemed to be boys and not girls, and he will attempt to always charge into an instance of bullying and stop it at all costs, no matter the method used.

History:Mizuki was born in a surprisingly caring family, consisting of himself, his father and his mother, with both being of Japanese origin. Mizuki was raised happily without any abuse from his parents. His activeness was already showing up when he was 5 years old, as he spent his free time actively roaming around the house with a plane toy even if he couldn't go to a park. The situation only got better when people in the elementary school he was enrolled in adored him for being athletic and active.

However, it all changed when Mizuki was enrolled to a junior high school as the third semester of the first grade began with bullying against him, using the fact he tripped in an ekiden relay racing which costed the team the victory as an excuse. Some of the boys that were friends with him joined the bullies while others simply couldn't do anything while some of the girls surprisingly protected him, with the bullies unable to act against them as they claimed any sort of violence against girls is bad, making the bullied boy trust boys less and trust girls more, eventually inventing a tactic to make some girls fall for him. His ability manifested itself when he was in the ninth grade when one of the bullies accidentally manifested his ability and ended up making a wall made out of mud between them. Confused, the bullied boy touched the mud wall, which quickly dissolved itself, despite the fact the bully didn't know how to. After the incident, Mizuki told his parents what exactly happened, and the adults decided to send him to the Star Ocean Academy, or "Hoshi-no-Umi Academy" as they called it, thinking the mud wall dissolving was at least a part of Mizuki's power.

Mizuki is capable of negating other's abilities or the manifestation of it by directly touching the person using the ability in case of the former and the manifestation of the ability or the object directly influenced by the ability with his hand in case of the latter. Moreover, he cannot be directly affected by any abilities that directly targets him or any part of his body without any physical manifestation before it would affect him.
Limitation:
Mizuki has to touch the manifestation with his hand, and he cannot negate objects indirectly influenced by the ability, such as an object thrown at him with an ability that enhances the user's strength. In addition, abilities that continually regenerate one way or another cannot be fully negated. The negation only lasts while he keeps touching the person or manifestation.
Imperfection:
Mizuki cannot de-activate the ability at his own will, disallowing positive powers from affecting him too. In addition, Mizuki cannot negate the ability under if the user of the ability constantly applied the ability under their own will. However, all abilities that would attempt to repair his body would be negated, no matter how hard they tried.

@Urbanliner I must say, Power Negation can be a bit OP. Can you give me some examples of things his ability could negate? Like, I get since he cant deactivate his power then he wouldn't be able to receive the benefits of a power like healing.

But, what kind of offensive powers can he negate?

I tried to nerf it by requiring that powers needs to not receive constant attention or it cannot be negated. For example, if one fired a fireball at him, it could be negated unless the fireball user maintained the shape of fireball under their own will. In addition, he is only immune to abilities that specifically target him or any part of his body without any physical manifestation before it would affect him. Sorry for not stating the latter earlier.

"You idiots! You're not supposed to stay standing after you're attacked!" Alex shouted as decided to scold the people which kept laughing even after being shot many times and caused his minions to run away, yet they kept laughing with no signs of ending. "I'll find someone who understands my power!" He shouted again as he got outside and looked around while roaming in the city, trying to find another building to assault.

Suddenly, a gratuitous puff of smoke got into his sight, not too far from him to reach. "Let's take a brief look because The Evil Emperor does not forget to notice any anomaly!" He shouted as he sprinted towards the ball of smoke which dissolved shortly before he arrived, hearing an awkward usage of a certain language which he can't remember somehow.

To some tourists in Slant City, the city was no more than a place to buy stuff and eat nice foods then maybe go bowling or something. However, some of the tourists have heard of a clown with seemingly unlimited supply of ego, claiming that he is "The Evil Emperor"...

In a certain building not too far from a subway station, Alex had just ordered his minions to kill anyone but other mooks or The Evil Emperor himself, with the mooks shooting at civilians and tourists alike watching him and blocked any paths they can use to run away... Yet, no one bothered to run away or even die from being shot, simply laughing at the guy with a gas mask instead. "Gah, kill them all, Burners!" He shouted, which only made the situation worse.
