A rich city known for its industry, Denver was a place of prominence in the United States. Its factories supported the development of Boulder, a city on its outskirts, and a major center of scientific research, developing technologies in medicine, energy, robotics, and even power armor. However, the prominence of Denver was marred by incidents, such as a disastrous leakage from the nearby Rocky Mountain Arsenal, which created a poisonous cloud that hit Denver, resulting in a high number of casualties. Although the military apologized and invested money into the creation of the Boulder Dome as compensation, the damage was done to the populace.

The incident heralded the city's dark future. For a time, everything seemed in order and the city entered a building boom shortly before the war, as many new jobs were opening there the city was swollen to bursting. Most of the construction was housing for these immigrants. But when the war with China did start in 2066, resource rationing occurred and suddenly the construction workers didn't have anything to build with and weren't getting paid. Union riots and strikes occurred because the city couldn't pay and the federal government wouldn't step in to help. When Mexico and the Great Midwest Commonwealth started to suffer food shortages, Denver was hit hard because of its high population. Food rationing began. Food riots started because of the rationing, and some buildings were set on fire. The National Guard was called in to contain the rioting, using InstaPens, or "bullpens" as they were locally known, to contain and imprison rioters. Some people deliberately attacked police and National Guard troops so they would be imprisoned and fed. Rioters, National Guard personnel who disobeyed orders, and other military folk who refused to help contain the riots were sent west and east.

Then, an outbreak of the New Plague hit the city. Rioters burned down large parts of the city in their fear of contamination and anger at their treatment. Many panicked and fled the city by car, clogging the freeways when they ran out of gas and trapping everyone behind them.

The geopolitical situation that led to the outbreak of the long-feared global nuclear war was prompted primarily by the onset of a worldwide energy crisis when the supplies of fossil-fuels, particularly petroleum, finally began to run out by the year 2050. The result of this energy crisis was an increasing scramble by all of the advanced, industrialized nations to secure the few remaining supplies of untapped petroleum around the world. Ultimately, a series of military conflicts driven by this hunger for natural resources consumed the planet. The European Commonwealth had reacted to the rapid raising of oil prices to unacceptably high levels by the Middle East's oil-rich states in 2052 by unleashing military action in that region of the world. This intervention ultimately resulted in the destruction of the Israeli city of Tel Aviv in December 2053 by a terrorist nuclear device and a limited nuclear exchange between the conflict's participants in 2054, the world's first since 1945.

As the United Nations tried with little success to keep the peace, many of that organization's member-states pulled out, and within two months of the outbreak of what was soon called the Resource Wars in 2052, the United Nations was disbanded. Next, following the breakdown of trade talks and the unilateral American exploitation of the world's last newly discovered reserves of crude oil, the Chinese invaded Alaska in 2066 in pursuit of that American state's remaining oil reserves. The United States ultimately annexed Canada in 2076 to ensure Canadian support for its defense of the Alaskan front even as the American federal government acted aggressively against its own citizens to contain wartime rioting, anti-war civil disobedience and military desertion. The United States retaliated against the Chinese by launching its own costly invasion of the Chinese mainland in 2074 to reduce Chinese pressure on the Alaskan front. Despite initial costly setbacks, this strategy proved successful and American forces liberated the Alaskan city of Anchorage and forced the Chinese People's Liberation Army to retreat entirely from American soil in January 2077. This victory was largely won due to the more advanced military technology developed by the United States during the conflict, especially the deployment of Powered Infantry Armor. Many smaller nations went bankrupt in the ensuing conflict as their economies collapsed due to the increasing shortage of fossil-fuels. The Resource Wars ended with the Great War in 2077.


The lights in the room slowly flicker on. Sitting in the middle of the room is a large projection machine, it is connected to the terminal next to it. The last lesson is still being projected onto the wall at the front of the room. Also at the front of the room is a tall African American man, glasses and short hair. He is eyeing the people in the room. It is a classroom. The people are students. This man is the Professor. Professor Marvin Lancaster. These students and Mr. Lancaster hold a special bond. They have been together for 12 years. The traditional high school system was still held in place. After the lights come on and all of the students begin to pay attention, Mr. Lancaster speaks.

"And that leads us up to the Great War. There is no VaultTec lesson for the Great War considering the whole world stopped after the events of that day. But let me tell you about it, a short version. On October 23rd 2077, a barrage of nuclear warheads were launched all across the world. The atomic holocaust that followed is the reason why all of you are here today, in this Vault. Now it has been almost 50 years since Vault 24 opened for that week. I was alive then and got to see it first hand. Other than the reports from the Refs, we have no knowledge of the outside world. Now the Refs talk about all kinds of horrors, but then again they were all delusional. Sorry, I did not mean to offend any of you who may be the offspring of a Ref. Anyways students. It has been a long ride. Twelve years with me. Now it is time for you to move on with the rest of your lives. Your work results will be waiting for you in your homes. Good luck with your futures."

And with that, school is over. Now it is time for the real world for these students. Hard work and dedication to the Vault. Forever.

Summary and Interest Check portion
So here is the summary. It's 2290. We're in Colorado, specifically in Vault 24. The characters will be starting off at the end. The end of their stint with school that is. Things are going well in Vault 24, or at least, that is how it seems. This Roleplay will start off in Vault 24, stay there for a short period, and then the story will progress into the outside world. Into the ruins of Colorado. Now I am looking for any number of people to join this, with a start goal of at least 4 of us (including myself). Once I reach 3 other people, I would be willing to start an OOC and start an IC. Fallout Gamepedia is also where I got a lot of the information above. So with that I am hoping to see some interest.

Also. Refs. You probably noticed that word at the end of the introduction. Well in this story, Refs is short for Refugees. In Vault 24 there is a sort of caste system. There are the two Overseers. Then there are the Vault Citizens. And finally there are the Refugees (Refs). The Refs came from the outside wastes when Vault 24 opened their doors 50 years prior to this taking place. Characters in this Roleplay CAN be related to the Refs, but that would also make them a Ref.

Description:
Standing at about 6 foot even, Murphy is not much of an imposing figure. His weight bounces around 165 to 170 pounds, mostly extra fat coming and going. That being said, he is in pretty good shape. Murphy does not have an Olympian body, but he was a High School athlete and has maintained his physique since then. Sparse dark brown hairs cover his arms and legs, not too much and it is not too thick, but it is there. His head is covered by a thick layer of brown hair. It is cut nicely with shorter sides and a top that is only a little bit thicker. Murphy has deep, sometimes piercing, blue eyes. His facial hair is a thick, short cut, brown beard and mustache. On his right forearm, down the side, Murphy has a scar from when he broke his arm and the bone pierced the skin. As far as tattoos and piercings, he has none.

Generally speaking, Murphy's attire consists of basketball shorts and T-shirts in the spring, fall, and summer. And sweats, jeans, and hoodies in the winter. On the day that Murphy decided to fly to Minnesota with the mysterious airline ticket, he was wearing black basketball shorts and a gray Adidas T-shirt with aviator sun glasses. As well as a backpack filled with some backup clothing, toothbrush, toothpaste, and some other essentials.

Biography:
Murphy was born and raised in the decently sized town of Ocala, Florida. His mother was a nurse at the local hospital and his father was a police officer. There are no other children in the O'Connor family besides Murphy but his father had five brothers who had multiple children and for awhile they all lived in Ocala with Murphy and his parents. Growing up Murphy was very close to his cousins, they were one big clique. As a group, they stayed together while in school and often backed each other up if there was a fight or dispute. That being said, they did not fight others often. Murphy was closest to his cousins Daina and Cory. Daina and Cory were brother and sister, and growing up, Murphy felt as if he was the third child in that group. His parents were very close with Daina and Cory's parents.

School was simple for Murphy. He was not the brightest lightbulb but he was not the dimmest one either. He happily lazed around average for all 12 years of school. Murphy was a B student. That being said, he did excel in sports, namely Football. He played for his High School team all four years and made varsity his Junior year. After High School, Murphy fell in with a group of delinquents. This happened because his cousins, all of them, and their families, moved across the US to different states. After a few months, Murphy was hanging around Meth dealers. Murphy's father lost his life to brain cancer when Murphy was 19 and his mother became severely depressed. Murphy moved out into the home of his dealer friend. Before long, Murphy was the enforcer. He would beat up on junkies who owed the dealer money and also jump other dealers who were trying to move in on his territory. Murphy received the letter and decided that it was time for a change.

Other:
The sound of plane engines would have normally drowned out the sound of everything else in the cabin, but that sound was being masked by the two ear buds resting in Murphy's left and right ear. They were black. The two cords, one from each bud, hung down and connected near the bottom of his chest. The cord then traced back down to the Android phone that was tucked away in his right front pocket. The music playing from the ear buds was rap music. That was the kind of music that Murphy was into. Rap. The volume was turned up just high enough for the people sitting beside him to barely hear it. The light tones of Kanye West had irritated Murphy's surrounding passengers shortly after they had ascended from the Orlando International Airport. But no one said anything to Murphy. The two passengers, one on either side of Murphy, had spent most of the flight examining articles and texts on their phone. To his right there sat a business man. Throughout the entire boarding process the business man had been relaxed. Then, just shortly after take off, a text caused his phone to vibrate. From that point on the business man had small amounts of sweat forming around the top of his brow, as well as he had begun to shift around constantly. Something had obviously agitated him. The man on Murphy's left was foreign, or at least looked that way at first. The man was dressed as a tourist. The tourist was taller than Murphy and Asian, as well as pretty thin. At first, Murphy assumed the man did not speak English, so he played his music louder. Then the man shot him a couple of looks. About mid flight, the man ordered a drink from a stewardess, and did so in perfect, non broken, English. Murphy caught most of the exchange and felt a little bit like a racist afterwards, but he brushed on.

The flight had been a long one. A few hours packed in close with strangers also did not help. Before the flight had ended, Murphy had himself become agitated, but was not shifting around as much as the business man. When the flight finally did come to an end, with the plane making a hasty touchdown in Minnesota, Murphy breathed a sigh of relief. There had been a little bit of turbulence on the flight but it had not been too rough. The plane came to a halt at one of the gates. Just a few hours ago Murphy was standing in sunny and hot Florida, now he was standing in rainy Minnesota. It was May, so it was warmer and there was no snow on the ground. But it was still raining. Once the seat belt light went off, Murphy unbuckled his and slid past the tourist to get into the aisle. The tourist shot him a glare as Murphy stumbled past. The music was still playing in his ear. The rugged brown carry-on bag was the only thing that Murphy took with him. Inside it had a change of clothes and some essentials. After lifting the cover that was over the above head storage compartment, Murphy pulled his bag out. It had gotten somewhat stuck and as Murphy yanked it out, he almost struck a woman in the head with it. Murphy quickly pulled one ear bug out and apologized, she just scoffed.

The exit process took about ten minutes, but finally Murphy was in the airport. In his left pocket, the note rested. It was folded into four parts and tucked away. Murphy retrieved it.

"Terminal Under Construction. Noon."

The time was twenty minutes to twelve. He had just enough time to locate the terminal. The airport itself was busy, severely busy. There had to be thousands of people inside of it, or at least that is how Murphy felt. No doubt they were coming and going from vacation. After proceeding down away from the gate and bumping into various people, Murphy finally spotted the terminal that was under construction. There were no construction workers working and no security guards watching it. People passed by it as if it did not exist. But Murphy kept a watchful eye on it, looking to see if anyone was coming out from the terminal. After five minutes of no movement inside of the construction zone, Murphy decided it was best to enter. He pushed past the construction tape and moved the hanging tarp aside. Once Murphy was behind the big black tarp, he was not visible to the general public. The terminal that was under construction looked completely normal, there was not a single sign of construction. It was just a series of hallways, doors, and empty stands. At the end there was a gate, one single gate. Murphy made his way down to the gate. It was like a ghost town in there. It was now ten minutes to noon. There was a nearby bench. Murphy placed his bag on one seat and then sat down next to it. He put the ear bud back in and laid his head back to rest. Ten minutes to go. The anticipation was killing him. At this point Murphy began to wonder.

The streets of New York City are a buzz with the people of the city. Cars crowd into packed streets causing standstill traffic jams. Clubs have enormous crowds surrounding them. Bars have patrons stumbling in and out. Restaurants pack wall to wall. People, on this night, are just trying to forget their troubles. It is the kind of night that should be memorable, but most will not be able to remember it in the morning. The stars are visible from the countryside but the city lights block them out. There are no clouds in sight, no chance of rain. Underneath the city the subway system is rumbling as trains swiftly travel beneath the city streets. But there are some areas of the city that are dark. Some areas where there is no light, no partying, no life. Well almost no life.

Deep down in an abandoned section of the subway system there sits a station, emptied long ago. A group of men stumble into it from the stairway. A street light above the stairs lets in just a small amount of light. The only other source of light in the station is the men's phone lights. They are drunk. They chat. They joke. They laugh. They are enjoying themselves thoroughly. One of the men sets off on his own, just a few feet away, to relieve himself. The light from his phone barely illuminates the area. His friends slowly set off towards the stairs, trying to return to the streets above. "Wait up" the man calls out.

A faint growl sounds from the shadows near the man. He writes it off and continues to pee. The sound comes again, but a little louder this time. The man zips his pants and slowly begins to back away. The third noise is not a growl but a muffled yell, from the man as he disappears into the darkness. His friends turn around to where he was standing and curiously start towards the spot, trying to find their friend. They stand in a small circle, looking for their friend. His phone rests on the ground, a small crack in it.

A flurry of growls surround the men. Within seconds the group of three turns to two. Something, a black mass, lunges from the darkness and pulls one of the men back into it. The two remaining men start towards the light. They are shouting for help. Another swift second accompanied by a swift movement from the darkness. The duo turns into a single man standing helplessly in the darkness. His phone dies. The light goes out.

Background

These are troubled times.

A great discord is brewing in the shadows. All around the world events are occurring that are keeping ordinary people glued to their television screens. In the West, the United States, racial issues have torn a hole in the fabric of the country. Police versus the people. Blacks versus whites. It is all the same. Africa has been struck by another plague, the Ebola virus. In England people crowded to see the Royal Wedding and then, once again as a baby was born. Civil wars are constantly breaking out in what was once the Soviet bloc. Earthquakes, tsunamis, and other natural disasters have been tearing families and nations apart. And as this happens, every second is captured by an incredible number of different media outlets. Newspapers have become obsolete in this technological age. Once again, as stated earlier, people are glued to their television screens. But what is the purpose of all of these images being forced into the masses? Some say it is to hide the true nature of politicians. Some say it is to hide deeper conspiracies. The latter is correct. Many people believe in any number of conspiracies. But there is one conspiracy that, not even the wildest theorist, has any idea about.

In the early 17th Century, King James I, King of England, created a secret organization of soldiers. Their purpose was simple, investigate reports coming out of smaller villages of, to be put bluntly, monsters. This organization existed in England all the way up until the late 20th Century before it was disbanded. In the early 21st Century, it was reformed in the United States. The mission was the same except for on a global scale. This organization fights a battle behind the scenes to save the fabric of humanity from creatures that mean to destroy all that is good. The modern day soldiers of this organization are very well trained and equipped just as well. They need to be. Recently however, the soldiers, named Agents, have been taking on cases around the world and not returning. Seemingly harmless cases, one in a hundred, but the result is almost certainly death. Whole generations of Agents have disappeared, the organization's numbers are few. It is time to recruit.

A letter arrives at the doorstep of many different individuals. Their ages range, genders, and nationalities. Inside there is a note and a plane ticket. The label on the outside of the letter reads: "From the Church". The letter itself looks normal, average, there is nothing special about it. The same goes for the contents. The plane ticket is a first class Delta Airlines ticket to the Minneapolis-Saint Paul International Airport. The note has two lines on it.

I am imagining this as a mix of XCOM and The Witcher but with no aliens and no mutated Witchers running around. Just looking for a group of maybe 5 dedicated individuals for this, but I'd take in more if enough people were interested. There is a story going on here but there is also going to be a lot of going off and investigating MAYBE non-related monster sightings and what not. If I have enough people there would even be the possibility of splitting off into small groups. So with that, I am looking forward to seeing what people think. I'll toss up a character sheet as well.
