I think what Wit meant is that they 'rely' on it more then another nation. Where most might march to war or at least act directly, someone who rely's on agents/spies/etc almost always settles for the more subtle approach.
Aye, this. Is why I also separated between 'defensive' and 'proactive'. Agents and Inquisitors are still a manner of espionage, though centered more around counter-intelligence. In much the same way, I'd argue the difference between 'proactive' spy nations and 'offensive' spy nations are the role they play.
I think, as Kad said, I mistook defensive use of spies for proactive use. It would seem only you and I "offensively" use spies :p

You know, I spend so much time making my nation work that I never got around to reading the others. I thought I was being original but it seems gold and spies are quite popular 'round these parts ;p
Kad, now that I know what I'm doing, should this nation not be up to snuff or you just think there's enough dirty dealings as it is, I'd be willing to put together something different.
